Callaway and Wolf Creek TS Interpretation SR 3.7.11.1 (TAC Nos. MF3695 and MF3665, respectively)

The NRC staff has reviewed the requests for TS interpretation from Ameren Missouri and WCNOC, dated March 26 and March 21, 2014, respectively, and concludes that SR 3.7.11.1 is being properly implemented by the licensees.

The NRC has long recognized (e.g., GL 89-13) that testing of some heat exchangers, to directly measure heat transfer capability, is impractical. In those cases, licensees or applicants may propose a program of periodic inspection, maintenance, and cleaning as an alternative.

The NRC staff has reviewed the implementation of SR 3.7.11.1 at Callaway and Wolf Creek as described in the licensee letters dated March 26 and March 21, 2014, respectively, and concluded that it meets the intent of the SR, to verify that each control room air conditioning system train has the capability to remove the heat load assumed in the safety analysis. The NRCs formal letters of response will follow.
