For Your Review - DRAFT RAI - St. Lucie AFW LAR

Eric, Below, for your review, is a DRAFT RAI regarding the St. Lucie Auxiliary Feedwater (AFW) License Amendment Request (LAR). Please review to ensure that the questions are understandable, the regulatory basis is clear, there is no proprietary information contained in the RAI, and to determine if the information was previously docketed. Please also let me know how much time FP&L needs to respond to the RAI.

Thanks.

John DRAFT RAI 1.0 SCOPE By letter dated July 15, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15198A028), Florida Power and Light Company (FP&L or the licensee) requested changes to the technical specifications (TSs) for the St. Lucie Plant, Unit No. 1 and Unit No. 2 (St. Lucie). The proposed amendment would revise the required actions for inoperability of auxiliary feedwater (AFW) pumps.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review.

2.0 REQUEST FOR ADDITIONAL INFORMATION On June 22, 2015 (ADAMS Accession No. ML15127A066), the NRC issued Amendment No. 223 to Renewed Facility Operating License No. DPR-67 and Amendment No. 173 to Renewed Facility Operating License No.

NPF-16 for the St. Lucie Unit Nos. 1 and 2, respectively. The amendments revised the St. Lucie 1 and 2 TSs by relocating specific surveillance frequencies to a licensee-controlled program. Amendment No. 223 for St.

Lucie Unit 1 replaced the surveillance requirements (SRs) of SR 4.7.1.2.a that stated At least once per 31 days by: with In accordance with the Surveillance Frequency control Program by:. Amendment No. 173 for St. Lucie Unit 2 replaced the surveillance requirements (SRs) of SR 4.7.1.2.a that stated At least once per 31 days by: with In accordance with the Surveillance Frequency control Program by:.

By letter dated July 15, 2015, FP&L submitted the AFW pumps license amendment request. In Attachment 1, Unit 1 Technical Specification Markups, Attachment 2, Unit 2 Technical Specification Markups, Attachment 3, Revised Unit 1 Technical Specifications Page, and Attachment 4, Revised Unit 2 Technical Specifications Page, FP&L has the incorrect SR 4.7.1.2.a that does not reflect the Amendment No. 223 for Unit 1 and Amendment No. 173 for Unit 2.

Please correct these errors.
