In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to license DPR-52 to change the BFN Technical Specifications for unit 2 (enclosure 1) ~

This proposed amendment, changes the trip setpoint for the existing ADS timer and adds 'the surveillance and setpoint requirements for a high drywell pressure bypass timer. This timer meets the requirements of NUREG 0737, Item II,K.3.18. This modification was discussed in the above reference. The specific setpoint was determined by analysis. This amendment has been identified as a restart requirement. Description, reason for change, and justification are provided in enclosure 2. A proposed determination of no significant hazards consideration is provided in enclosure 3.
