MILLSTONE POWER STATION, UNITS 1, 2 AND 3- REQUEST FOR ADDITIONAL INFORMATION RE: CHANGES TO SECURITY PLAN REVISION 18

Dear Mr. Heacock:

By letter dated August 6, 2013 (Agencywide Documents Access and Management System Accession No. ML13224A247), Dominion Nuclear Connecticut, Inc., submitted Dominion's Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 18 for the Millstone Power Station. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations, Section 50.54(p}(2).

The NRC staff has determined that the enclosed request for additional information (RAI) is needed in order to complete the review. A response to this RAI is requested to be provided within 45 days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION REGARDING MILLSTONE POWER STATION UNITS 1. 2 AND 3 10 CFR 50.54{p)(2) CHANGES TO SECURITY PLAN DOCKET NOS: 50-263. 50-336 AND 50-423 By letter dated August 6, 2013 (Agencywide Documents Access and Management System Accession No. ML13224A247), Dominion Generation, submitted Dominion's Physical Security Plan (PSP), Training and Qualification Plan and Safeguards Contingency Plan, Revision 15 for the Millstone Power Station. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

1. The NRC staff request clarification of the cameras depicted on Figure 11, Revision 3 of PSP, Revision 18. Describe the type of cameras (fixed or pan tilt zoom) and their purpose in the site's protective strategy.

Regulatory Basis: Consistent with 10 CFR 73.55 (c) Security plans. (1) Licensee security plans must describe: (i) How the licensee will implement requirements of this section through the establishment and maintenance of a security organization, the use of security equipment and technology, the training and qualification of security personnel, the implementation of predetermined response plans and strategies, and the protection of digital computer and communication systems and networks.

2. The description of changes did not address the cameras depicted in Figure 11, Revision 3 of the PSP, Revision 18. Since the barrier has been relocated confirm that these cameras continue to meet the description cited in Sections 15.2 and 15.3 of the PSP and these changes do not decrease the safeguards effectiveness of the security plan.

Regulatory Basis: Consistent with 10 CFR 73.55(i) Detection and assessment systems.

(1) The licensee shall establish and maintain intrusion detection and assessment systems that satisfy the design requirements of 10 CFR 73.55(b) and provide, at all times, the capability to detect and assess unauthorized persons and facilitate the effective implementation of the licensee's protective strategy.
