Background===

By letter dated November 10, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23317A122), Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (NSPM, the licensee) submitted a license amendment request (LAR) for Monticello Nuclear Generating Plant (Monticello), regarding changes to Technical Specification (TS) 3.8.6, Battery Parameters. Specifically, the LAR proposes to revise Surveillance Requirement (SR) 3.8.6.6, to align the battery capacity acceptance criteria for the 125 volt-direct-current (VDC) batteries with the IEEE-450 standard and the NUREG-1433 Standard TS.

The U.S. Nuclear Regulatory Commission staff requests the licensee to provide additional information as stated below:

Regulatory Requirements The NRC regulations in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.36, Technical specifications, establish the requirements related to the content of the TS. Pursuant to 10 CFR 50.36(c), TS are required to include items in five specific categories related to station operation: (1) Safety limits, limiting safety system settings, and limiting control settings, (2)

Limited conditions of operation (LCOs), (3) Surveillance requirements (SR), (4) Design features; and (5) Administrative controls. The proposed changes in this LAR relate to the SR category.

10 CFR 50.36(c)(3), Surveillance requirements, requires surveillance relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met.

Request for Additional Information Monticello TS SR 3.8.4.3, Note 1 states: The modified performance discharge test in SR 3.8.6.6 may be performed in lieu of SR 3.8.4.3. Monticello TS SR 3.8.4.3 is to verify battery capacity is adequate to supply, and maintain in an OPERABLE status, the required emergency loads for the design duty cycle when subjected to a battery service test.

According to the LAR, the proposed revised TS SR 3.8.6.6 would state:

Verify battery capacity is:

90% of the manufacturers rating for 250 VDC batteries 80% of the manufacturers rating for 125 VDC batteries when subjected to a performance discharge test or a modified performance discharge test.

The revised TS SR 3.8.6.6 has been proposed because according to the LAR, new 125 VDC batteries (C&D Technology KCR-15 with 59 cells) were installed, and battery calculations have been revised based on assuming a 1.25 battery aging factor.

Please provide the 125 VDC battery load test profile(s) i.e., load versus time steps which would be considered for (1) battery service test for SR 3.8.4.3, and (2) performance discharge test, or a (3) modified performance discharge test for SR 3.8.6.6. Also, explain how these load test profiles were developed based on the load periods/steps considered in the revised 125 VDC battery sizing calculation(s).
