The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final site-specific Environmental Impact Statement (EIS) (Supplement 26, Second Renewal) for subsequent license renewal of renewed Facility Operating License No. DPR-22 for an additional 20 years of operation for Monticello Nuclear Generating Plant, Unit 1 (Monticello). The Monticello EIS is available in ADAMS ML24309A221. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html.
The NRC staff prepared the final site-specific EIS in accordance with the Commissions decisions in CLI-22-02 (ML22055A496) and CLI-22-03 (ML22055A521) and Xcel Energys subsequent license renewal (SLR) application. This final EIS evaluates all environmental issues for Monticello SLR on a site-specific basis. In addition, in appendix G of the final EIS, the staff considers the new and modified Category 1 and Category 2 environmental issues identified in the August 2024 Revision 2 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (ML24087A133), in a crosswalk of the new and modified issues as compared to the site-specific evaluation presented in the EIS.
As discussed in Chapter 4 of the final site-specific EIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal for Monticello are not so great that preserving the option of continued reactor operations for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) the Northern State Power/Xcel Energys Environmental Report; (2) the NRC staffs consultation with Federal, State, local, and Tribal government agencies; (3) the NRC staff's independent environmental review; and (4) the NRC staff's consideration of public comments on environmental scoping and on the site-specific draft EIS.

The EIS was filed to the U.S. Environmental Protection Agency (EPA) on November 15, 2024, via e-NEPA and copies are also being distributed to interested Federal, State, and local government agencies, industry organizations, interest groups, and members of the public. The NRC staff has prepared a Federal Register (FR) Notice of Availability that will be published in coordinate with the EPA notification to advise the public that the site-specific EIS is publicly available.
