301, IMPLEMENTATION OF THE GUIDANCE OF GL 89-01

Reference:

Generic Letter (GL) 89-01 dated January 31, 1989, "Implementation of Programmatic Controls for Radiological Effluent Technical Specifications (RETS) in the Administrative Controls Section of the Technical Specifications and the Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or to the Process Control Program" In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (Enclosure 1). The proposed changes implement NRC's recommended alternatives for the Radiological Effluent Technical Specification (RETS) as contained in the reference.

Description, reason for change, and justification in support of the proposed changes are enclosed (Enclosure 2). A proposed determination of no significant hazards consideration is provided in Enclosure 3. Copies of BFN's Offiste Dose Calculation Manual and Process Control Program are provided in Enclosure 4.
