SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION Sarah McDaniel:

From October 21 - November 8, 2019, the Nuclear Regulatory Commission (NRC) will perform an inspection at the Shearon Harris Nuclear Power Plant, Unit 1, in accordance with NRC inspection procedure IP 71007, Reactor Vessel Head Replacement Inspection.

In order to minimize the impact to your onsite resources and to ensure a productive inspection, we are requesting in advance documents needed for this activity. Section A of the enclosure identifies information to be provided prior to the inspection to ensure adequate sample selection and preparation. The NRC requests that these documents be provided to the lead inspector no later than October 4, 2018. Section B of the enclosure identifies additional information the inspectors will need upon arrival at the site to complete the review of inspection samples. The inspection staff will appreciate if all the documents requested are up to date and complete in order to minimize the number of additional documents requested during the preparation and/or the onsite portions of the inspection.

Information Requested for the In-Office Preparation Week Please provide the information requested in this section to the NRC Region II Office in care of the lead inspector by October 4, 2019, in order to facilitate the selection of specific items that will be reviewed during the onsite inspection week(s). The information can be provided in hard copy or electronic format; however, electronic format is preferred, either by digital data storage device (e.g., compact disk), or web-based document management system.

The inspector(s) will select specific samples from the information provided below, and then request additional documents needed for the onsite inspection week(s) as described in Section B of this enclosure. The specific documents selected for Section B should be available and ready for review on the first day of inspection. If requested documents are large and only hardcopies are available, please inform the inspector(s) and provide the subject documentation during the first day of the onsite inspection. If there are any questions regarding this information request, please contact the lead inspector as soon as possible.

A.1 Fabrication/Welding

a. Applicable ASME Code edition for the RRVH fabrication
b. Copy of the Certified Design Specification of the replacement reactor vessel head (RRVH) and control rod drive mechanisms (CRDMs)
c. General description (Code classification) of the RRVH fabrication materials used (i.e. castings, cladding, buttering, nozzle and filler material) if not already included in the Certified Design Specification
d. Certified Material Test Reports (CMTR) of RRVH forging, CRDM Nozzles, CRDM adapters, CRDM housing, and lifting lugs (if not included in the Certified Design Specification)
e. List of welding records associated with welding the CRDM nozzle J-groove welds, CRDM housing flange weld, J-groove butter weld, RRVH cladding, RRPV lifting lugs (as applicable and if not included in the Certified Design Specification)
f. A copy of Post Weld Heat Treatment Procedures
g. A list of weld repairs made during fabrication A.2 Nondestructive Examination
a. List of all NDE performed to satisfy the requirements ASME Section III, Subsection NB. The list should tabulate the components and welds versus the type of examination performed.
b. List of all NDE performed to satisfy the requirements of ASME Section XI, IWB-2200. The list should tabulate the components and welds versus the type of examination performed.
c. List of all augmented examinations performed.
d. A copy of the hydrostatic test report
e. For all NDE techniques used on the RRVH, provide the following:
1. A copy of NDE procedures used (revision used at the time)
2. A copy of the vendor qualification report(s) that demonstrates the detection capability of the NDE equipment used for the RRVH examinations
3. Identify any changes in equipment configurations used for the RRVH examinations which differ from that used in the vendor qualification report(s)

A.3 Quality Assurance

a. A copy of the Quality Assurance Data Package provided by the manufacturer
b. A copy of the Certificate of Conformance to Purchase Order Requirements
c. QA surveillance/audit records
d. A list of all nonconformances identified.

B. Information Requested for the Onsite Inspection Week(s)

Please provide the information requested below in hard copy or electronic (preferred) format to the lead inspector at the entrance meeting, in order to finalize the planning of inspection activities onsite. Prior to the onsite inspection, the inspector(s) will select part of the inspection samples from the information provided in response to Section A of this enclosure, and then request additional information needed to complete the review.

There is a possibility that some of the inspection samples will not be selected until the inspector(s) arrives onsite.

B.1 Welding Sample

a. Please provide copies of the following documentation for each welding activity selected by the inspector:
i. Weld data sheet (traveler) ii. Applicable Code Edition and Addenda for weldment iii. Applicable Code Edition and Addenda for welding procedures iv. Applicable weld procedures (WPS) used to fabricate the welds
v. Copies of procedure qualification records (PQRs) supporting the WPS from vi. Copies of mechanical test reports identified in the PQRs above

vii. Associated CMTRs for the materials used viii. Copies of the nonconformance reports for the selected welds (If Applicable) ix. Radiographs of the selected welds and access to equipment to allow viewing radiographs (If RT was performed)

x. Copies of the preservice examination records for the selected welds.

xi. Copies of welder performance qualifications records applicable to WPS, including documentation that the welder maintained proficiency in the applicable welding processes specified in the WPS (At least six months prior to date subject work) xii. Copies of NDE personnel qualifications (VT, PT, UT, and RT)

B.2 NDE Sample Please provide copies of the following documentation for each NDE activity selected by the inspector:

i. Copy of the NDE inspection report ii. Copy of the applicable NDE personnel qualification records B.3 Quality Assurance Provide a copy of records associated with the disposition of all nonconformances associated with the following:
i. deviations from design drawings ii. deviations from the design specifications iii. failure to meet ASME Code requirements
