NUCLEAR REGULATORY COMMISSION In the Matter of))ARIZONA PUBLIC SERVICE)COMPANY, et.al.)(Palo Verde Nuclear Generating Station, Units 1, 2, and 3 Docket No.STN 50-529 AMENDED REQUEST FOR EXTENSION OF THE LATEST COMPLETION DATE FOR CONSTRUCTION PERMIT NO CPPR-142 Pursuant to 10CFR f50.90, Arizona Public Service Company (APS), Salt River Project Agricultural Improvement and Power District (SRP), El Paso Electric Company (EPE), Southern California Edison Company (SCE), Public Service Company of New Mexico (PNM), and Southern California Power Authority (SCPPA)(herein after collectively referred to as"Joint Applicants")submit herewith this"Request for Extension of the Latest Completion Date for Construction Permit No.CPPR-142." This Request, pursuant to 10CFR f50.55(b), seeks an extension of the latest date for completion of construction of Unit 2.of the Palo Verde Nuclear Generating Station (PVNGS)from November 1, 1984, to December 31, 1985.841i1602><

PDR ADacr osooosav A III In, support of this Request, APS states as follows: 1.On May 25, 1976, the Nuclear Regulatory Commission issued a permit to construct PVNGS Unit 2 (CPPR-142).

Paragraph 3A of such permit specified the latest date for completion to be November 1, 1984.2.It now appears that PVNGS Unit 2 cannot be made ready for fuel loading by November 1, 1984, even though APS is making every effort to complete such Unit as expeditiously as possible in a manner consistent with APS'edication to design and construct a safe and reliable unit which meets the commitments made in the PVNGS Final Safety Analysis Report (FSAR)and the requirements of the NRC.The delay in completion of Palo Verde Unit 2 beyond November 1, 1984, is due to the following fa'ctors: A.PVNGS Unit 2 is being constructed sequentially with PVNGS Unit 1 (CPPR-141) and PVNGS Unit 3 (CPPR-143) and, therefore, the completion of PVNGS Unit 2 is largely dependent on the progress of PVNGS Unit 1.B.At the current time, basic construction of PVNGS Units 1 and 2 is substantially complete, and preoperational testing is at advanced stage for Unit 1 and has been initiated for Unit 2.C.The completion of construction of PVNGS Unit 1 has been delayed due to several factors cited in the orders of the Commission entered in Dkt.STN 50-528, dated November 4, 1982, and December 29, 1983, each of which extended the latest date of completion of PVNGS Unit l.Such factors impacting the completion of PVNGS'nit 1 have also impacted the completion of construction of PVNGS Unit 2.D.Based upon the current status of'onstruction and current schedules for remaining work and preoperational testing for PVNGS Unit 1, it is expected that the construction of PVNGS Unit 1 will be completed to permit the loading of fuel into its reactor on or before March 31, 1985.E.Prudence requires that (i)the sequential construction of PVNGS Units 1, 2 and 3 should be maintained and (ii)the sequential interval between the fuel load dates for PVNGS Units 1 and 2 should not be scheduled at less than nine months.Acceleration of the construction and preoperational testing of PVNGS Unit 2 to reduce the scheduled interval between the fuel load dates for PVNGS Units 1 and 2'to less than a nine-month period would overtax the resources readily available to APS.F.For the foregoing reasons, the latest completion date for PVNGS Unit 2 should be extended to December 31, 1985.3.The extension of the latest completion date for the construction of Unit 2 does not present an unreviewed environmental impact.Pursuant to 10CFR f51.1(d)(4), no environmental impact statement, negative declaration, or environmental impact appraisal need be prepared in connection with such extension.

4.The extension of the latest completion date for the construction of Unit 2 does not involve a significant hazards consideration and is not inimical to the common defense and security or to the health and safety of the public.WHEREFORE, Joint Applicants request.that Paragraph 3A of Construction Permit No.CPPR-142 be amended by order of the Nuclear Regulatory Commission to provide that the latest date for completion of Palo Verde Unit 2 is December 31, 1985.Respectfully submitted, ARIZONA PUBLIC SERVICE COMPANY BY Edwin E.Van Brunt, Jr.Vice President, Nuclear Production On its own behalf and as agent for all other Joint Applicants Dated:
