REQUEST FOR EXTENSION OF THE LATEST COMPLETION DATE FOR CONSTRUCTION PERMIT NO CPPR-141 Pursuant to 10 CFR f50.90, Arizona Public Service Company (APS), Salt River Project Agricultural Improvement and Power District (SRP), El Paso Electric Company (EPE), Southern California Edison Company (SCE), Public Service Company of New Mexico (PNM), and Southern California Power Authority (SCPPA)

(herein after collectively referred to as "Joint Applicants" )

submit herewith this "Request for Extension of the Latest Completion Date for Construction Permit No. CPPR-141." This Request, pursuant to 10 CFR f50.55(b), seeks an extension of the latest date for completion of construction of Unit 1 of the Palo Verde Nuclear Generating Station PVNGS from December 31, 1984, to March 31, 1985.

In support of this Request, APS states as follows:

I. Extension of Latest Da for Com letion of Unit 1.

1. On May 25, 1976, the Nuclear Regulatory Commission I

issued a permit to construct PVNGS Unit 1 (CPPR-141).

October 29, 1984 ANPP-30987 Paragraph 3A of such permit specified the latest date for completion to be November 1, 1982.

2. By an Order issued on November 4, 1982, the Commission extended the latest completion date for CPPR-141 from November 1, 1982, to August 31, 1983, as requested by APS in its letter dated October 12, 1982.
3. By an Order issued on December 29, 1983, the Commission extended the latest completion date for CPPR-141 from December 31, 1982, to December 31, 1984, as requested by APS in its letter dated September 9, 1983.
4. Xt is possible that PVNGS Unit 1 may not be made ready for fuel loading by December 31, 1984, even though we are making every effort to do so in a manner consistent with APS'edication to design and construct a safe and reliable unit which meets the commitments made in the PVNGS Final Safety Annlysis Report (FSAR) and the requirements of the NRC. Any delay in completion of Palo Verde Unit 1 beyond December 31, 1984, is likely to be due to the following factors:

A. The correction of deficiencies discovered during and subsequent to the hot functional testing conducted for PVNGS Unit 1 took longer than was anticipated when the previous request for extension of the latest completion date was submitted.

B. Late delivery of certain electrical instrumentation and control equipment, changes and additions required to meet NUREG-0737 and other regulatory requirements necessary for

operating license have impacted and delayed preoperational testing and the transition from the construction phase to the operational phase.

C. The conduct of preoperational testing, the development of operating procedures and the satisfaction of licensing requirements and commitments has proven to be more complex and time consuming than originally anticipated.

5. The extension of the latest completion date for the construction of Unit 1 does not present an unreviewed environmental impact. Pursuant to 10 CRF f51.5(d) (4), no environmental impact statement, negative declaration, or environmental impact appraisal need be prepared in connection with such extension.
6. The extension of the latest completion date for the construction of Unit 1 does not involve a significant hazards consideration and is not inimical to the common defense and security or to the health and safety of the public.

WHEREFORE, Joint Applicants request that Paragraph 3A of Construction Permit No. CPPR-141 be amended by order of the Nuclear Regulatory Comission to provide that the latest date for completion of Palo Verde Unit 1 is March 31, 1985.
