4 Pursuant to 10 CFR 550.90, Arizona Public Service Company (APS), Salt River Project Agricultural,Improvement and Power District (SRP),
El Paso Electric Company (EPE), Southern California Edison Company'SCE),
Public Service Company of New Mexico (PNM), and Southern California Power Authority (SCPPA)
(herein after collectively referred to as "Joint Applicants" )
submit herewith this "Request for Extension of the Latest Completion Date for Construction Permit No. CPPR-141."
This
- Request, pursuant to 10 CFR 550.55(b),
seeks an extension of the latest date for completion of construction of Unit 1 of the Palo Verde Nuclear Generating Station (PVNGS) from August 31, 1983, to December 31, 1983.
Xn support of this Request, APS states as follows:
I.
Extension of Latest Da for Com letion of Unit 1.

On May 25,
- 1976, the Nuclear Regulatory Commission issued a permit to construct PVNGS Unit 1 (CPPR-141).
Paragraph 3A of such permit specified the latest date for completion to be November 1,
1982.

By an Order issued on November 4, 1982, the Commission extended the latest completion date for CPPR-141 from November 1, 1982, to August 31,
- 1983, as requested by APS in its letter dated October 12, 1982.
- 3. It now appears unlikely that PVNGS Unit 1 can be made ready for fuel loading by August 31,
- 1983, even though we are making every effort to do so in a'anner consistent with APS'edication to design and construct a safe and reliable unit which meets the commitments made in the PVNGS Final Safety Analysis Report (FSAR) and the requirements of the NRC.
The delay in completion of Palo Verde Unit 1 beyond August 31, 1983, is likely due to the following factors:
A.
Late delivery of certain electrical instru-mentation and control equipment; B.
Changes and additions to the PVNGS design required to meet NUREG-0737 requirements and other changes in regulatory requirements necessary for an operating license have introduced complexities which have impacted and delayed preoperational testing and the transition from the construction phase to the start-up phase.

The extension of the latest completion date for the construction of Unit 1 does not present an unreviewed environmental impact.
Pursuant to 10 CFR 551.5(d)
(4),
no environmental impact statement, negative declaration, or environmental impact appraisal need be prepared in connection with such extension.
5.
The extension of the latest completion date for the construction of Unit 1 does not involve a significant hazards consideration and is not inimical to the common defense and security or to the health and safety of the public.

WHEREFORE, Joint Applicants request that Paragraph 3A of Construction Permit No.
CPPR-141 be amended by order of the Nuclear Regulatory Commission to provide that the latest
- date, for completion of Palo Verde Unit 1 is December 31, 1983.
