Inthe Dominion Energy Kewaunee (Dominion)

Letter No.09-597 dated September 25, 2009 (Agencywide Documents Access and Management System (ADAMS)Accession Number ML092710045), Dominion amended the Work Control Process(WCP)aging management program(AMP)and identifiedthatthe WCPisanewAMPthatwhen enhancedwillbe consistentwiththe program elements recommendedin:(a)Generic Aging Lessons Learned (GALL)AMPXI.M32,"One-Time Inspection," when implementedasa one-time inspection program for those components thataremanagedona preventative or mitigative monitoringbasis(i.e., through implementation of eitherlicenserenewal application(LRA)AMP 82.1.24,"Primary Water Chemistry Program;" AMP 82.128,"Secondary Water Chemistry Program;" AMP 82.1.8,"Closed-Cycle Cooling Water Program;" AMP 82.1.14,"FuelOil Program;"orAMP 82.1.17,"Lubricating Oil Analysis Program"),and(b)GALLAMPXI.M38,"InspectionofInternal Surfaces in MiscellaneousPipingandDucting Components," when appliedasa periodic condition monitoring program and subjecttothe exceptionsthatwere taken to GALLAMPXI.M38inthe letter of September25,2009.On December3,the staff issued requests for additional information (RAls)82.1.32-1,-2,-3,and-4withrespecttothe revised program element criteriafortheWCPandonsomeof exceptions that weretakento GALLAMPXI.M38.

Dominion responded to these RAlsinthe Dominion LetterNo.09-777,dated January21,20[10](ADAMS AccessionNo.ML 100220066).

The staff has reviewed the informationinthe letters of September 25, 2009 and January 21,2010,andhasthe following issues thatrequireresolution.

Issue 1 (Part 1 oftheRAI-In regardtothe informationthathasbeen submittedfortheWCPinthe letter of September 25.2009.as supplementedbvthe responsetoRAI 82.1.32-1inthe letter of January[271.2010): The staffhasnoted that the applicant is crediting methodologyinEPRITR107514asthebasisfor selecting the samplesizesforthe material-environment-aging effect combinations thatwillbe managedbythe WCPona one-time inspectionbasis,andthatthisreportstates that the samplesizesshould achieve a desired confidence level.However,the applicant's basis continuestoleavesome uncertaintywithrespectto establishing the samplesizeforthe material-environment-aging effect-based populations being managedonaonetime inspection basis because the applicant did not exactly specify or provide a justificationforthe minimum samplesizesthatwouldbe SerialNo.10-286DocketNo.50-305 Attachment1/Page2of13neededforthese one-time inspectionsofthesepopulations,or establishalimit,withjustification,onwhentheseone-time examinationswouldneedtobecompletedto ensure appropriate and timely verification of preventative or mitigative programeffectiveness.Inaddition,thestaff'spositiononuseofGALLAMPXI.M32hasbeenthatone-time inspections of componentsthatare managedonaone-timeconditionmonitoringbasiswillneedtobecompletedbyaspecifiedtimeagreedupontime(usuallypriortoenteringtheperiodofextended operationorwithinseveralyearsofenteringtheperiodofextendedoperation).

'non-defined' visual examinationmethodswouldbecapableofdetectingtheseagingeffectsandthat personnel performingeitherthe preventative maintenanceactivitiesor periodic surveillance activitieswouldbetrainedtoperformthe inspectionandwouldbe generallyqualifiedto detecttheagingeffects.TheRAIresponsedidnotdefinethetypeofvisual examination methods(intermsofASMECodedefinedvisual examinationmethods)thatwouldbeusedto detecttheparametersassociatedwith theseagingeffects.The staffnotedthatthe amendedWCPbasisonlyreferstoEPRIReportNo.

TR-107514asthebasisfor establishingthesamplesizesof componentsthatwillbeinspectedundertheprogram.Theamendedbasisdoesnotestablish,define,or justifytheminimumsamplesizethatwillneedtobeappliedtotheWiththeexception ofthevisual techniquesthatthe applicant is crediting for detection of crackinginmetallic components,whichthe applicant'sletterof September25,2009identifieswillbeEVT-I techniquesortheir equivalent.

Attachment1-Issues with Operating Experience Discussions that Were Providedinthe Dominion Serial LetterNo.09-597, Dated September 25,2009"Operating Experience Example 1:Inregard operating experience (OE)discussionthathasbeencitedfortheoccludedfireprotectionpiping(located adjacenttothefire protection jockey pump discharge valve),theDE discussionhascreateda consistencyissueinthelicenserenewalapplication(LRA)on whetherlossoffire waterflow(lossofraw waterflow)inducedbyfouling(rust)shouldhavebeen identifiedasanaging effect requiring managementfortheinternalsurfacesoffire protectionsystempipingthatis exposedtofire protectionwater(rawwater),orifnot, whether this eventshouldhavebeencitedas relevantOEfortheWorkControlProcess(WCP).Inparticular,LRASection3.3.2.1.18,"Fire Protection System,"andLRATable3.3.2-18,"Auxiliary Systems-Fire Protection-Aging Management Evaluation"doesnot identifylossoffire waterflowasanaging effect requiring management(AERM)duringtheperiodofextended operationforfire protection systempiping,piping components,orpipingelements.Iflossoffire waterflowduetofoulingisnotanAERMforthefire protectionsystempiping exposedtofire water(whichisidentifiedasraw waterintheinLRATable3.3.2-18),this eventshouldnothavebeenidentifiedas relevantOEfortheWCP.Incontrast,iflossoffire waterflowinducedbyfoulingisanAERMforfire protection system componentsthatare exposed internally tofirewater,the applicantshouldhaveincludedan applicable evaluation discussion forthisaging effectinLRASection 3.3.2.1.18andan applicable aging management review(AMR)lineitemfortheaging effectinLRATable 3.3.2-18, with identificationofthe aging managementprogram(AMP)thatwillbeusedto managetheaging effect duringtheperiodof extended operation.Theletterof September25,2009didnotamendtheWCPtocreditthe WCP for managementofthisaging effectinthefire protection system components.

opportunitiesarebasedonahistoricalreviewofplantmaintenanceactivities,the surveillanceandpreventive maintenance programscontinuetobeperformedsuchthatitisreasonabletoconcludethatthislevelofactivityisrepresentativeofplantoperationduringtheperiodofextendedoperation.Inaddition, scheduled surveillanceandpreventivemaintenanceactivitiesprovidemultipleopportunitiesforinspectionsduetotheirrecurringnature.Anumericalcountofthetotalpopulationof componentsthatwillbemanagedfortheeffectsofagingbytheInternalSurfacesMonitoringactivitieswasnotdeterminedsince the methodologythatwasusedduringtheIntegratedPlant Assessment maintenanceactivitiesarenotidentifiedforthesematerial-environment combinations.ImplementationoftheInternalSurfacesMonitoringactivitieswithintheWorkControl Processprogramwillensurethattheeffectsofagingassociatedwiththein-scopecomponentswillbe adequatelymanagedsothereisreasonable assurancethattheirintendedfunctionwillbemaintainedconsistentwiththecurrentlicensingbasisthroughouttheperiodofextendedoperation.PartBTypically,scheduled surveillanceandmaintenanceactivitieswillberepeatedseveraltimesduringtheperiodofextendedoperation.The majorityofmaterial-environmentgroupsaresubjecttoscheduled surveillance and maintenanceactivitiesperformedona12monthto36monthbasis.Forthecopperalloymaterialinamoistairenvironment combination, maintenanceactivitiesarescheduledtooccurona
