PUBLIC MEETING ANNOUNCEMENT - CATEGORY ONE MEETING REGULATORY CONFERENCE - SURRY POWER STATION -

DOCKET NOS. 50-280 AND 50-281

Dear Mr. Christian:

This letter confirms the telephone conversation between Mr. D. Sommers of your staff and me on February 9, 2004, concerning a Regulatory Conference being conducted at your request, which has been scheduled for April 1, 2004, from 2:00 p.m. to 4:00 p.m. The purpose of the Regulatory Conference is to discuss the risk significance of the inspection findings documented in NRC Inspection Report 05000280/2003008 and 05000281/2003008. These findings, which involved concerns associated with your response to potential fire in the Emergency Switchgear and Relay Room of both units, were preliminarily characterized as White, i.e., an issue having low to moderate safety significance, on Unit 1 and Greater than Green on Unit 2. In addition, the conference will also address the apparent violation and unresolved item associated with these findings. The location of the conference will be at the NRC Region II Office, Sam Nunn Atlanta Federal Center, 61 Forsyth Street, S.W., Atlanta, Georgia, in Suite 24T20. The meeting will be an open meeting in accordance with NRCs Policy Statement for Enhancing Public Participation in NRC Meetings, May 28, 2002 (Federal Register, Volume 67, Number 102, Pages 36920-36924).

Remote public observation of this meeting will be permitted in Room O-03B34 in the NRCs White Flint Office Building in Rockville, MD. However, seating may be limited and will be assigned on a first-come basis. Interested members of the public should contact the meeting coordinator, Mr. Steve Monarque, at 301-415-1544 indicating their intention to attend by March 29, 2004. This will ensure that sufficient copies of meeting materials are available. Because meetings are sometimes canceled as the result of unforeseen circumstances, members of the public should contact the meeting coordinator at the number shown above to confirm that this meeting will occur as scheduled.

In accordance with 10 CFR 2.790 of the NRCs "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
