Docket No. 50-289 Operating License No. DPR-50 Technical Snecification Change Recuest No. 35 Page 3-21, rechnical Specification 3.3.1.1.a: Delete "The manual valve on the discharge of the BWST shall be locked open."

Reason for Pronosed Change Technical Specification 3.3 1.1.a is confusing because there are no manual valves on the discharge of the BWST. This proposed change vill remove any ambiguity that may exist due to the present Technical Specification.

This proposed change was recommended by the Region I NRC compliance inspector, Mr. Lee Spessard.

Safety Analysis Justifying Chance The proposed change does not alter the design capabilities of the emergency core cooling injection system. The preposed change does not involve an unreviewed safety question, nor does this change cause any undue risk to the health and safety of the public.

Cost-Benefit Analysis Justifying Chance There is no significant cost involved in this change.

3.3 E'?RGI"!CY COPE COCLII!G, REACTOR EUIIDII:0 Fi?PCE!!CY COOLI?!G AQ REACTOR EUILDIIM SPRAY SYSTE"S Annlicability Applies to the operating status of the emergency cere cooling, reactor building emergency cooling, and reactor tuilding spray systems.

Objective To define the conditions necessary to assure inmediate availability of the emergency core cooling, reactor building emergency cooling and reactor building spray systems.

Srecification 3.3.1 The reactor shall not be made critical unless the following conditions are met:

3.3.1.1 13deetion Systens

a. The borated water storage tank shall contain a minimum of 350,000 gallons of water having a minimum concentration of 2,270 ppm boron at a temperature not less than h0 F.
b. Two makeup pumps are operable in the engineered safeguards node povered frcm independent essential busses.
c. Two decay heat removal pumps are operable.
d. Two decay heat removal coolers and their cooling vater supplies are operable. (See Specification 3.3.1.h)
e. Two BWST level instrument channels are operable.
f. The two reactor building sump isolation valves (DIfV6A/B) shall be either manually or remote-manually operable.

3.3.1.2 Core Floodinc System 3

a. Two core flooding tanks each containing 10h0 30 ft of borated water at 600 + 25 psig shall be available.
b. Core flooding tank boron concentration shall not be less than 2,270 ppm boron.
c. The electrically cpersted discharge valves from the core flood

Respective breakers f >r these valves shall be open and con-spicuously marked.

d. One core flood tank pressure instrumentation channel and one core flood tank level instrumentation channel per tank shall be operable.
