In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested expedited amendment to license DPR-68 to change the technical spooitications of the Browns Ferry
,
Nuclear Plant unit 3 (Enclosure 1). The proposed technical
'
specifications clarify requirements for the residual heat removal service water system and add a specification which allows the standby coolant supply capability to be inoperable for a period not to exceed ten days. Also enclosed is the justification for the proposed changes (Enclosure 2).
In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed e.sendment to be Class III. This classification is based on the fact that the proposed amendment involves a single safety issue which does not involve a significant hazard consideration. The remittance for $4,000 is being wired to the NRC, Attention: Licensing Fee Management Branch.
