Box 249 Buchanan, NY 10511-0249 ACCEPTANCE REVIEW FOR PROPOSED LICENSE AMENDMENT TO ALLOW USE OF THE BACKUP SPENT FUEL POOL COOLING SYSTEM WHILE THE SPENT FUEL POOL COOLING SYSTEM IS OUT OF SERVICE INDIAN POINT NUCLEAR GENERATING UNIT NO.3 (TAC NO. ME8097) Dear Sir or Madam: By letter dated February 6,2012, Entergy Nuclear Operations, Inc., the licensee, submitted a license amendment request for Indian Point Nuclear Generating Unit NO.3. The proposed amendment would revise the Updated Final Safety Analysis Report to allow use of the backup spent fuel pool cooling system when the normal spent fuel pool cooling system is out of service. By letter dated April 18, 2012, the U.S. Nuclear Regulatory Commission (NRC) provided the results of the staff's acceptance review of this amendment request. The staff found the amendment request unacceptable with the opportunity to supplement. The staff's letter identified the information that would be necessary to enable the NRC staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment. By letter dated May 2, 2012, the licensee provided supplemental information in support of the license amendment request. The NRC staff has reviewed your application as supplemented and concludes that it provides technical information in sufficient detail to enable the staff to begin its detailed technical review. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.
