INDIAN POINT NUCLEAR GENERATING UNIT NO. 2 -ACCEPTANCE REVIEW FOR SPENT FUEL POOL CRITICALITY ANALYSIS (TAC NO. MF5282)

Dear Sir or Madam:

By letter dated November 13, 2014, Entergy Nuclear Operations, Inc., Entergy, or the licensee, submitted a proprietary and non-proprietary version of NETCO Report NET-300067-01, "Criticality Safety Analysis of the Indian Point Unit 2 Spent Fuel Pool with Credit for Inserted Neutron Absorber Panels," (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14329A194). NET-300067-01 includes NETCO's methodology for analyzing spent fuel pool criticality. Entergy requested the Nuclear Regulatory Commission's (NRC's) review and approval to support a future license amendment request. The NRC staff understands that Entergy plans on crediting NRC approval of NET-300067-01 in a future license amendment request that will propose technical specification changes associated with the installation of new neutron absorber panels.

By letter dated January 21, 2015 (ADAMS Accession No. ML15016A205), the NRC staff informed you that the results of the acceptance review conducted in accordance with NRC Office Instruction LIC-109, "Acceptance Review Procedures," concluded that additional information would be necessary in order to provide the staff with sufficient information in scope and depth to allow the staff to complete its detailed technical review.

By letter dated January 28, 2015 (ADAMS Accession No. ML15036A029), Entergy provided supplemental information to the above application as requested by the NRC staff. The purpose of this letter is to inform you that the staff has found the additional information to be responsive to our request and, therefore, the staff finds your application acceptable to initiate the staff's review.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staff's detailed technical review by separate correspondence.
