(the licensee), requested a license amendment for the St. Lucie Nuclear Plant, Units 1 and 2. The proposed amendments would modify TS requirements to permit the use of Risk Informed Completion Times in accordance with TSTF-505, Revision 1, "Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b." The availability of this TS improvement was announced in the Federal Register on March 15, 2012 (77 FR 15399). This email provides the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this application. The NRC performed an acceptance review of the application to determine if the scope and depth of technical information is sufficient for the NRC staff to complete its detailed technical review. The acceptance review also intends to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff concluded that the licensee's submittal provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which the NRC staff identifies issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
