TRIP REPORT - PLANT VISIT AND MEETING WITH THE APPLICANT REGARDING THE REMAINING OPEN ISSUES ON DIABLO CANYON NUCLEAR PLANTS (SEB: 1111)

. I was given a tour of the Diablo Canyon Plant site by Mr. D. Landes and Mr. C. Li of PG and E and Mr. D. Lang of John A. Blume and Associates on September 5,1978. We walked through all major structures as wcll as sites of outdoor storage tanks. The following major modifications were in progress:

1. Addition of buttresses to the turbine builcing. _
2. Widening of the turbine pedestal gap in the E-W direction.
3. Modificatons of the foundations and additions of reinforced concrete shell to the outdoor water storage tanks.

Modification of the turbine pedestal has not yet started. I indicated to Messrs. Landes,1.1, and Lang, and they agreed, that the Dywidag coupler assemblies should not be installed until the test data is made avaliable to and reviewed by us.

On September 6 through September 8,1978, meetings were held to discuss the applicant's informal submittals in response to our previous concerns regarding the turbine building and outdoor storage tanks. The status of the submittals for the containment structure and the intake structure was also reviewed. A summary of the remaining unresolved items as of September 9,1978 is provided in the enclosure.

1. Computatiori on ductility reauirement for nonlinear members (A-4):

The applicant originally proposed to exercise administrative control on parking locations of the crane so that the end bents would not undergo inelastic deformation. This control effectively eliminates the need for reviewing this item. However, during the subject meetings, the applicant requested that this calculation be reviewed by the staff on a low priority basis. The administrative control will not be discontinued until the review is completed.

2. Verification of computer codes used in the Analysis (A-7): l The applicant is to provide further verification for the program "MATRAN".
3. Assessment of the adequacy of turbine pedestal modifications and of the use of Dywidag couplers: .
