1.0 Introduction Dresden Nuclear Power Station is a three reactor generating facility owned and operated by the Comed Company of Chicago, Illinois. Dresden Station is located at the confluence of the Kankakee and Des Plaines Rivers, in Grundy County, near Morris, Illinois.

Dresden Unit 1 is a General Electric Boiling Water Reactor with a design net electrical output rating of 200 megawatts electrical (MWe). The unit is being decommissioned with all nuclear fuel removed frra the reactor vessel. Therefore, no Unit 1 operating data is provided in this report.

Dresden Units 2 and 3 are General Electric Boiling Water Reactors; each licensed at 2527 megawatts thermal. The gross outputs of Units 2 and 3 are 832 and 834 megawatts electrical, respectively, with design net electrical output ratings of 794 MWe each. The commercial service date for Unit 2 is 11 August 1970 and 30 October 1971 for Unit 3.

Waste heat is rejected to a man-made cooling lake using the Kankakee River for make-up and the Illinois River for blowdown.

The Architect-Engineer for Dresden Units 2 and 3 was Sargent and Lundy of Chicago, Illinois.

Gary Abrell of Dresden Regulatory Assurance Staff compiled this report for March 1999, telephone number (815) 942-2920, extension 3749.

Motor Generator (MG) Set brushes. At 0000 on I March 14, 1999, began containment de-inerting for drywell entry. Completed load reduction at 0504 on March 14, 1999. Secured 2B Reactor Recirculating Pump at 0613 on March 14, 1999 and began single loop operation. Restarted the 2B Reactor Recirculating MG set at 0837 on March 14, and secured 2A Reactor Recirculating MG set at 0920. Restarted 2A Reactor Recirculating MG set at 1102. Began containment inerting at 1325 on March 14, 1999. Commenced load increase at 1450 on March 14, 1999. Containment inerting completed at 2126. At 0230 on March 15, 1999 reached full.

SUMMARY

OF OPERATING EXPERIENCE FOR MARCH 1999 2.2 UNIT 3 MONTHLY OPERATING EXPERIENCE SUMHARY Unit 3 began the period in the power ascension and start-up testing phase following refueling outage D3R15. Full power was reached at 2200 on March 2, 1999.

On March 21, 1999 a drywell entry was made to determine the source of elevated airborne activity in the containment. A leak was found on the instrument line associated with a flow element on the 3B Reactor Recirculation Pump. At 1115 on March 21, a reactor shutdown commenced. At 1309 the turbine was taken off system, and the reactor was manually scrammed at 1324 to complete the shutdown. Following replacement of portions of the instrument line, a reactor startup began at 1750 on March 23, 1999. Criticality was achieved at 2056 and the unit was placed on system at 1225 that day.

The unit operated at full power for the remainder of the period except for short periods for maintenance and surveillance testing. ,
