1. PURPOSE AND SCOPE This report docu=ents the release of radioactivity frc= the site for the previous se=1-annual period with the dilution and dispersion of the liquid and gaseous radioactive effluents within the environs of the site and the assess =ent of radiation doses to individuals and populations frc= the effluents.

The report includes sn -aries of the quantities of radioactive liquid and gaseous effluents and solid wnste released from the station as cutlined in Regulatory Guide 1.21. " Measuring, Evaluating, and Reporting Radioactivity in Solid Wastes and Releases of Radioactive Materials in Liquid and Caseous Effluents f ro: Light-Water-Cooled Nuclear Power Plants". Also included are su== aries of the meteorological conditions concurrent with the release of gaseous effluents as outlined in Regulatory Guide 1.21, and sn maries of calculated doses for individuals and populations frc= liquid and gaseous effluents following Reg. Guides 1.21 and 1.109 through 1.113. The site specific environmental para eters used for calculating dose frc= the effluents are included for reference.

These environmental para =eters are redetermined each year at the beginning of the growing / grazing season.

The radioactive liquid and gaseous effluent data, =eteorological data, and dose calculations are su==arized on a quarterly basis for all liquid and continuous gaseous releases. Inter =ittent gaseous releases are su==arized separately along with the concurrent ceteorological data and calculated radiation doses to individuals.

2. DATA COLLEC*ICN AND ANALYSIS 2.1 EFFLUENT RELEASES The radioactive effluents released to the environment from the station during the report period were sampled and analyzed for radioactivity in accordance with the Environ = ental Technical Specifications, Specifications 2.2.2 and 2.2.4 Su=maries of the quantities of radioactive materials in liquid and gaseous ef fluents released to the environ =ent are included in Appendix A to this report as Tables LA, 1C, 2A, and 23. The reported quantities of radioactive =aterials are measured levels. The Mini =al Dectectable Activity levels for individuals nuclides for liquid and gaseous effluents is included in Appendix A as Table 5.

2.2 METEOROLCGICAL MEASUREMEN'S Site =eteorological conditions were =easured during the report period and recorded as hourly average of wind speed, wind direction and differential te=perature between the 150 foot and 35 foo t level te=perature sensors .at the station meteorological tower.

Sn-naries of the ceteorological conditions for the report period are included in Appendix A, Table 4, as joint frequency distributions of wind speed and direction by stability class. Table 4 is duplicated for continuous and internittent releases.

2.3 0FFSITE EXPOSURE ESTD'ATES Esti=ates of offsite exposures resulting fro = the releases of radioactive effluents to unrestricted areas during the report period were calculated folicwing Reg. Guides 1.21 and 1.109 through 1.113.

The result of these estimates is included as Appendix 3 to this report.

2.3.1 MAXIMUM INDIVIDUAL EXPOSURES Estimates cf =aximum individual offsite exposures were calculated using the critical receptor survey results to determine appropriate pathways. Maximus individual usage values and pathway parameters were taken fres Reg. Guide 1.109, Table E-5 and E-15.

2.3.1,1 LIOUID EFFLUENT RELEASE EXPOSURE Estimates of =axi=us individual of fsite exposures were calculated for potable water, aquatic foods (sport fish),

shoreline recreation, and conta=inated foods.

No public drinking water suppl 4.es are drawn from North Anna Reservoir, however, the Hanover County, Doswell Treat =ent Plant withdraws downstreas from the reservoir. This is the point of exposure for this pathway. A transit time of 5 days, including distribution, was estinated for this calculation.

The pathway for contamined foods is the access to the Waste Heat Treatment Facility by cattle located on pastures adjoining the facility.

Mixing ratios of 0.66 and 0.63 were used for the Waste Heat Treatment Facility and reservoir respectively (Ref. FSAR 11.2.7) . No additional nixing c,n -jyng-Page 6 ') t3 # l' ( *3

ratio was assumed for the reservoir to North Anna River.

The result of these calculations is included in Appendix 3, Table 2.

2.3.1.2 CASEOUS EMUENT RELEASE EXPOSURES Estimates of =2xi=us individual offsite exposures were calculated for external exposure from noble gases, inhalation of radioactivity in air, deposition of radioactivity on the ground plane and consumption of deposited radioactivity from leafy vegetation, produce, cows allk, goats milk, and rest pathways.

Calculations were perfor=ed for total-body cad organ exposures as appropriate.

These results are included as Appendix 3, Tables 3,4 and 5. In addition, the g, ,a and beta exposure to air at the site boundry was calculaced and the result is included in Appendix 3, Table 3.

s; -culations were performed for each sector of the environ =ent surrounding the site, using meteorological data concurrent with the release period.

Tables 3,4 and 5 of Appendix 3 are duplicated for continuous and inter-sittent releases.

were calculated for the population within a 50 mile radius of the site. Tables E-4 and E-15 of .

Reg. Guide 1.109 were used to determine the usage values and pathways paraceters for population exposures.

2.3.2.1 LIOUID EFFLUEST RELEASE PCPUI.ATION EXPOSURES Average individual exposures resulting from the release of liquid effluents were calculated for potable water, aquatic foods, shoreline recreation, and contaminated foods. These results were incorporated along with the production and/or usage values for these pathways and age distribution fractions to calculate the population exposures from liquid pathways. This result is included as Appendix 3, Table 6.

2.3.2.2 GASEQUS EFFLUEST RELEASE POPULATION EX?OSURES Esti= ate of the average adult, teen and child exposures were calculated for total-body and thyroid enternal exposures from noble gas subnersion and desposition en the ground plane and exposure from inhclation of radioactivity. Es ti=.it e s were calculated for each sector and subregion within the 50 mile radius of the site.

Each subsector individual esposure was cultiplied by the esti=ated age dependent population for the subregion (Ref.FSAR 2.1.3) , to yield the population exposure for each subregion and pathway. These results are included as Tables 7,8 and 9 of Appendix B.

Esti=ates of the average adult, teen, and child total-body and thyroid exposures for the 50 mile region were calculated for the produce, cilk, and

= eat pathways These estimates were incorporated with crop data for the region and age dependent population estimates to estinate the MA'i-REM and MA'!-THYROID-REM f rom the terestrial food pathway. This result is included as Table 10 of Appendix 3.

2.4 SOLID '4ASTE A'!D IRRADIATED FUEL SHIPME'!TS A summary of solid waste and/or irradiated fuel shipments from the station during the report period is included in Appendix A, Table 3.

3. RESULTS AND EVALUATION 3.1 LIQUID EFFLUENT RELEASES Jalculared estimated offsite exposures for liquid effluents for the 1st and 2nd quarters of 1973 resulted in estimates of less than 1 aren for the taxitus individual total body or organ dose.

Calculated estimated offsite population exposures for this period resulted in esti=ates of less than 1 Man-Rem Total-body dose during each quarter and 8.72 and 2.86 Man-thyroid-Rem dose for the 1st and 2nd quarters respectively from liquid releases.

3.2 CASEOUS EFFLUENT RELEASES Esti=ates of offsite exposures int continuous gaseous effluents for the 1st and 2nd quarters of 1979 resulted in esti= ate of less than 1 crem for the maxi =um individual total-body or organ dose.

Dose esti=ates were calculated for 1 (one) batch release during each of the 1st and 2nd quarters of 1979. The dose estinates wera less than 1 =res for the =axinus individual total-body or organ dcse in each case.

Calculated esti=ated offsite population exposures for this period resulting from gaseaus releases resulted in esti=ated doses of less than 1 Man-Rem total-body and less than 1 Man-thyroid-Rem for all gaseous releases.
