' ' INTRODUCTION I

1 This 1998 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company as required under Section 5.4.1 of Appendix B, Environmental i

Protection Plan (EPP).

The objectives of the EPP are to verify.

that the power station is operated in an environmentally acceptable manner, to coordinate NRC requirements, maintain consistency with other federal, state and local requirements, and to keep the NRC informed of the environmental effects of facility construction and operation.

During 1998, no significant adverse environmental impact occurred as a result-of the operation of

Aquatic issues are l

l addressed in the licensee's VPDES permit number VA 0052451 issued I

by the Virginia State Water Control Board. The VPDES permitting-program is administered by the Department of Environmental Quality-Water Division and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.

Listed below are the summaries and reports as required under Section 5.'4.1 of the EPP.

PLANT DESIGN AND OPERATION (SECTION 3.1)

~There were no changes'in station design and operation L

_ proposed in 1998lthat involved'a potentially significant unreviewed environmental issue.

Construction was completed on the Independent Spent; Fuel Storage Installation (ISFSI) in 1998.

i EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1) i An on-site erosion control inspection was performed et North Anna Power Station by the Civil / Design Engineering Department beginningt November 12, 1998 and ending on November 25, 1998, according to Periodic Test P,rocedures 1-PT-9.3, Erosion Controli Inspection - Station Site.

Erosion was minor or non-existent in

' most' areas.

Several concrete storm drain downcomers were found to

- be in need-of' repair due to undermining, some erosion gullies were noted in the bottom of the Service Water Reservoir Emergency i

' Drainage Canal and the silt fence at the borrow pit area was noted I

to be in need of repair.

All noted deficiencies have been corrected.

EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)

Erosion inspections were made on the following corridor rights-of-way during 1998: North Anna - Midlothian; North Anna -

Morrisville; North Anna - Gordonsville; and North Anna -

- Ladysmith.-There were no locations recorded on these lines where significant erosion had occurred.

No herbicides were used for

- brush control on the above mentioned corridor rights-of-way during 1998.

-There were no Environmental Protection Plan occurrences of noncompliance.during 1998.

NONROUTINE=' REPORTS (SECTION 5.4.2)

There was one unusual discharge during 1998 when a valve did

- not close properly allowing the Bearing Cooling Tower reservoir to overflow to the Lake for a short period of time (letter to DEQ attached, page 4).

Dear Mr.Pandey:

This is to confirm our earlier telephone report of an unusual discharge at North Anna Power Station.

On October 5,1998,' station personnel were conducting a routine test of the valves associated with the bearing cooling system. Lake water was pumped through the system to check the valves. One valve did not close properly, resulting in lake water being pumped to the bearing cooling tower. Starting at 12:19 p.m., the coo'ang tower overflowed for approximately two minutes. Several thousand gallons of water entered the.

l Lake through an unauthorized discharge point.

Station personnel collected samples of the discharge. The results are shown in the following table.

quality and small quantity of the release, no detrimental environmental impact is expected.
