L I INTRODUCTION This 1997 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company as required under Section 5.4.1 of Appendix B, Environmental Protection Plan (EPP). The objectives of the EPP are to verify that the power station is operated in an environmentally acceptable. manner, to coordinate NRC requirements, maintain consistency with other federal, state and local requirements, and

to keep the NRC informed of the environmental effects of facility construction and operation. During 1997, no significant adverse environmental impact occurred as a result of the operation of I North Anna Power Station, Units 1 and 2. Aquatic issues are l

addressed in the licensee's VPDES permit number VA 0052451 issued

! by the Virginia State Water Control Board. The VPDES permitting l program is administered by the. Department of Environmental l Quality-Water Division-and the NRC relies on this agency for i regulation of matters involving water quality and aquatic biota.

Listed below are the summaries and reports as required under Section 5.4.1 of the EPP. )

a-PIANT DESIGN AND OPERATION (SECTION 3.1)

There were no changes in station design and operation proposed in 1997 that involved a potentially significant i 1

unreviewed environmental issue. Construction was begun on the Independent Spent Fuel Storage Installation (ISFSI) in 1997.

EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1)

An on-site erosion control inspection was performed at North Anna Power Station by the Civil / Design Engineering Department beginning November 19, 1997 and ending on December 2, 1997, according to Periodic Test Procedures 1-PT-9.3, Erosion Control Inspection - Station Site. Erosion was minor or non-existent in all but one area, where a washout had occurred along a portion of the Lake Anna shoreline. Four culverts were also found to be clogged. The impeded culverts were cleared and the eroded area filled with riprap and smaller stone and dressed.

EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)

Erosion inspections were made on the following corridor rights-of-way during 1997: North Anna - Midlothian; North Anna'-

Morrisville; North Anna - Gordonsville; and North Anna -

Ladysmith. There were no locations recorded on these lines where significant erosion had occurred. The herbicides Accord and Arsenal were used for brush control on the North Anna to Morrisville 500 kv line during 1997.

NONCOMPLIANCE (SECTION 5.4.1)

There were no Environmental Protection Plan occurrences of noncompliance during 1997.

NONROUTINE REPORTS (SECTION 5.4.2)

There was one unusual discharge during 1997 when a small .

amount of concrete was inadvertently introduced into Lake Anna (letter to DEQ attached, page 4).

Dear Mr.Pandey:

This is to confirm our earlier telephone report of an unusual discharge at North Anna Power Station.

i Company personnel are in the process of conducting a thorough environmen station activities. The audit revealed on November 6,1997 that a small quantity of l

concrete, estimated to be less than 0.5 cubic foot, entered the lake during an ongoi erosion abatement project. Station personnel have been using waste concrete to st an area of erosion on a small section of the bank of the lake. Exam sediment at the bottom of the bank revealed evidence of concrete.

To ensure that no additional concrete enters the lake, station personnel have plac l

==dhag< at the toe of the bank. .

There is no evidence of any environmental harm as the result of the concrete e  !

lake. Due to the small amount of concrete that entered the lake, no detrimental environmentalimpactis expected.
