Acceptance Review of Turkey Point, Unit 3, Fifth Inspection Interval Relief Request No. 1 Rev. 0 (TAC No. MF3834)

Importance:

High Bob/Paul, By letter dated April 4, 2014, and pursuant to Section 50.55a(a)(3)(ii) of Title 10 of the Code of Federal Regulations, Florida Power & Light Company (the licensee) submitted a request for NRC authorization of the licensee's use of a proposed alternative to ASME Section XI, Subparagraph IWB-3142.3. "Acceptance by Corrective Measures or Repair/Replacement Activity," which requires that a component containing relevant conditions is acceptable for continued operation service if the relevant conditions are corrected by a repair/replacement activity or corrective measures to the extent necessary to meet the acceptance standard of Table IWB-3410-1. The licensee requested this authorization on the basis that hardship and unusual difficulty

exists without a compensating increase in the level of quality and safety. The NRC performed an acceptance review of the submittal to determine if the scope and depth of technical information is sufficient for the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed the licensee's application and concluded that it does provi de technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that

impact the NRC staff's ability to complete the detailed te chnical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
