REPLY:Unit1IntheFallof1993,aftercrackingwasfoundinaUSBWRfacility, PP&LdecidedtoinspecttheUnit1shroud.Thisinspection wasrecommended byGESIL572Rev1,forallplantsthathad8yearsormoreoperating time.Thespecificresultsaredescribed belowintheresponsetosectionl(d).Novisualdefectswerefoundinanyoftheweldsinspected.

ThusUnit1wasreturnedtoservicewithoutrestriction.

Thefollowing rationale wasusedtoassistusincomingtothatconclusion:

Unit1hasashroudthatisconstructed ofIGSCCresistant materials.

Thematerials usedinitsconstruction areGrades304Lplateand308Lstainless steelweldmaterial, exceptatthelowershroudsupportplateunderthejetpumpsandonthesupportlegsundertheshroudconnected tothelowervesselwall.ThislowermaterialisInconel600withIN182weldmaterialattheconnections tothevesselwallandothermaterialinterfaces.

Detailsofthisconstruction areshownintheresponsetosection1(c)belowwithcarboncontentsandweldprocedures verifiedbyreference totheCertificates ofConformance (CofC's).

ATTAENT1TOPLA-4192PAGE2OF62.Atthetimeoftheinspection, Unit1hadexperienced 8.23yearsofoperating time.Thisisjustbeyondtheminimumnumberofyearssuggested byGEtostartlookingforcracking.

Sincenocrackswerefound,itwasGE'srecommendation baseduponSIL572,Rev.1toinspectthisshroudeveryotheroutage.3.Unit1waterchemistry conditions havebeengoodoverthelifeoftheunit.Attachment 3discusses thelifecycleofbothUnits1and2.Shroudoperating stressesaresufficiently lowsothat,underthemostconservative assumptions, morethan90Xofahorizontal weld(Ref.GENE-523-A107P-0794) wouldhavetobecrackedbeforewewouldbeconcerned abouttheintegrity oftheshroudduringaseismiceventorrecirculation orsteamlinebreaks.Wewouldhavefoundevidenceofsuchalargecrackduringourinspections ofthisshroud,butdidnotfindanyindications.

Usingcrackgrowthratesof5E-5in/hr.identified indocuments recentlysenttotheNRCbyCommonwealth EdisonandIowa-Illinois GasandElectricCompany,DocketNos.50-249and50-254datedJuly20,1994,itcanbeshownthatin15monthsoperating timeanindication wouldtravelonly',"intothe2"shroudwall.Thisrepresents only25Xofahorizontal, weldwhichdoesnotmeetthe90Xcriteriaofconcernmentioned above.5.Irradiation AssistedStressCorrosion Cracking(IASCC)hasbeenimplicated inthecrackingoflowcarbonstainless steelssuchasthoseintheshroud.Thehighestcalculated fluenceatthewalloftheUnit1shroudwasabout1.1E21n/cmwhichisabovethethreshold of3to5E20n/cmneededtoinitiatetheIASCCphenomena.

However,onlyoneofsevenlowconductivity plantswith304Lgradesteelhasshowncrackingandthesizeofthecrackswasverysmallinaverticalweld.Therefore, webelievetheprobability issmallthatcrackinghasinitiated atthistimebythismechanism.

Inadditiontoalowprobability ofcrackingatthistime,wealsobelievethatthereisalowprobability ofUnit1suffering asteamlineorrecirculation linebreakorencountering aseismicevent.Unit1hasbeenmitigated fromsuffering IGSCCtypefailuresinitsstainless steelrecirculation pipingthroughtheapplication ofIHSI(Induction HeatingStressImprovement) andHSIP(Mechanical StressImprovement Process)onallbut19ofitssusceptible welds.Theremaining 19weldswillbegiventheHSIPtreatment duringthenextoutage.Allstainless steelweldsintherecirculation pipinghavebeenexaminedundertheguidanceofRG-0313Rev.2.Wehavenotfoundanydefective weldsasaresultoftheseextensive examinations.

Thethreehorizontal weldsselectedforsamplingwereweldsCF,DB,andDC.TheseareChicagoBridgeandIrondesignated weldsthatareequivalent totheH3,H4andH5weldsintheBWROGdocuments relatingtothisproblem.Theweldswereinspected fromthe0to120degreeazimuthwhichisapproximately 213"oftotalweldlength.Seethesketchreferenced in1,(c)aboveshowingthedesignations ofthewelds,bothverticalandhorizontal.

Thethreeverticalweldswere:a.The45weldidentified asCG-45atthe45degreelocationbetweenweldsH3andH4.b.The83weldidentified asDA-0atthe0degreelocationbetweenweldsH4andH5.c.The41weldidentified asEE-135atthe135degreelocationbetweenweldsH5andH6-A.Theinspections wereperformed usinganunderwater colorcamerawitha7.5mmlense.Thecamerawasequippedwithdualvariablelightsattachedoneithersideofthecamerabarrel.Inspection distancewasapproximately threetofiveinches.Resolution wascheckedbyviewingaonemilwirestandard.

Arealtimereviewwasperformed bytwoIVVI(In-Vessel VisualInspection)

Oneoftheexaminers wasexperienced intheevaluation ofcrackingatBrunswick.

Allweldsappearedtohaveminimaloxidation asseenbythecolorcameraandtherefore, werenotcleaned.AsmallareaofweldCFwashydrolyzed toremovetheoxidation.

Whenitwasremoved,itwastheopinionoftheGElevelIIIexaminerthattheoxidation hadnotinterfered withtheinspection, andfurthercleaningwasnotrequired.

Noindications werefoundonanoftheinsectedwelds.Thenextinspection oftheUnit1shroudisscheduled fortheSpringof1995,UI-SRIO,usingthemethodsrecommended bytheBWROG-VIP Committees whentheyareissued.REPLY:Unit2Unit2wasneverpreviously inspected forthiscrackingphenomena, asdiscussed inthereplytol(b)above.TheUnit2shroudwillbeinspected duringtheU2-7RIOintheFallof1995usingmethodsrecommended bytheBWROG-VIP Committee whentheyareissued.Conclusions:

Itisourassessment thatbothSSESUnits1and2haveextremely lowprobabilities ofbeingcrackedorsuffering significant crackingbeforethenextplannedoutages.Wewillsubmitdetailedinspection plansanddeveloprepairplanoptionsthatwilladdresstheGL94-0330dayspriortothe1995outagesplannedforourunits.Theaboveinformation documents thedatathatwehavecollected andthereviewswehaveperformed ofthedocuments providedbytheNRC,GEandtheBWROG-VIP.

Oxidizing conditions sufficient topromotestresscorrosion crackingexistonbothsidesoftheshroud.HydrogenWaterChemistry, whichwouldtendtoreduceoxidizing conditions onthelowerODoftheshroud,willnotbeimplemented inthenearfuture.Historically, theconcentration ofionicimpurities hasbeenmonitored bymeasuring theelectrical conductivity ofacontinuously flowingreactorwatersample.Thistechnique issensitive tosmallchangesinconcentration, butdoesnotdiscriminate betweenaggressive impurities suchaschlorideandsulfateandneutralorbenignonessuchaschromate, nitrateorzinc.Grabsamplesaretakenperiodically andanalyzedforspecificimpurities suchaschlorideand,sincethemid-l980s, sulfate.Thelowerlimitofanalysisandreporting hasdecreased asoperating experience hasindicated theneedformorestringent control.Therefore, conductivity isusedonlyasanindicator ofthepotential ofwaterchemistry toaffectstresscorrosion cracking.

Thegrabsamplereactorwaterconductivity databasewasreviewedfrominitialcriticality throughtheendofCycle7operation forUnit1,andthroughNovember21,1993forUnit2.Figure1showsthecycleaverageconductivities forbothunits.Thecycleaverageconductivity wasalwaysbelowthecriteriaof0.3umho/cm.Forbothunits,conductivities werehighestduringthefirstcycle.Duringthefirstthirdtohalfofthatcycle,conductivities wereintherangeof0.3to0.5umho/cm.Subsequently, theywerereducedtoabout0.2umho/cm.Currently, bothunitsareachieving

<0.13umho/cm.TableIpresentstheoperating days(asreflected inthechemistry database),

thecycleaverageconductivities andthelifetimeaverageconductivities forUnits1and2.Thefirst"Five-Cycle AverageConductivities" forbothunitsarewellbelowthecriteriaof0.3umho/cm:0.205umho/cmforUnit1and0.198umho/cmforUnit2.Theproductofthe"FirstFive-Cycle Average"timesoperating yearsisestimated tobe2.0forUnit1atthenextrefueling outage,and1.8forUnit2.ThisiswellbelowthelevelofNRCconcernof4.5-5.0,asindicated intheSERforCommonwealth EdisonandIowa-Illinois GasandElectricCompany,DocketNos.50-249and50-254.
