By letter to the Nuclear Regulatory Commission (NRC) dated October 30, 2006, SouthernNuclear Operating Company, Inc., proposed to revise the Hatch Nuclear Plant, Unit Nos. 1 and 2 (HNP), Technical Specification 5.3.1 to add a statement that will allow unit staff positions to be filled by personnel who have completed an accredited program that has been endorsed by the NRC. The NRC staff notes that American National Standards Institute (ANSI) Standard N18.1-1971,"Selection and Training of Nuclear Power Plant Personnel," contains job-related experiencecriteria, i.e., 4 years of responsible power plant experience for licensed senior operators and 2 years of power plant experience for licensed operators. In addition, technicians and repairmen are to have 2 years of power plant experience in their area of speciality.The accredited training programs endorsed by the NRC contain words similar to the followingwhen discussing experience to enter the program:A."Entry into the training and qualification programs should be consistent with theeducational and experience requirements stipulated in industry standards ..."B."Educational and experience requirements should be consistent with those stipulated inapplicable industry standards ..."C."Educational prerequisites should be consistent with those stipulated in industrystandard commitments ..."D."Establish educational prerequisites that are consistent with those stipulated in industrystandard commitments..."Example A, for maintenance personnel, mentions entry into the program and requires educationand experience consistent with industry standards.
