This refers to letter 22 -012, dated February 24, 2022 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML22060A131 - not publicly available due to security-related information in the cover letter and classified information in the enclosure), in which BWXT Nuclear Operations Group, Inc. - Lynchburg, Inc. (BWXT NOG-L) submitted proposed changes to the Physical Protection Plan (PPP). The enclosure to the letter provided descriptions and justifications for the proposed PPP changes. Following the review and approval of the PPP changes by the U.S. Nuclear Regulatory Commission (NRC), BWXT NOG-L stated in the letter that a copy of the updated PPP (Revision 25) will be transmitted to the NRC.
By letter 22-014, dated March 3, 2022 (ADAMS Accession Number ML22069B080 - not publicly available due to security-related information in the cover letter and classified information in the enclosure), BWXT NOG -L revised the proposed changes to the PPP by providing more information on the search requirements for specific types of shipments. By email dated March 8, 2022 (ADAMS Accession Number ML22068A116), BWXT NOG-L revised the scope of their request and excluded the proposed changes to the fatigue management commitments in the PPP. Therefore, the NRC staff reviewed only the proposed changes to the PPP associated with search requirements for specific types of shipments.
The NRC staff has completed its review of the request. The NRC has determined that the proposed changes to the PPP are acceptable, and issuance of this license amendment will n ot significantly impact the public health and safety and the environment, will not be inimical to the common defense and security, and will not endanger life or property or the common defense and security.

Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 70.32(e) and 70.34, Safeguards Condition SG-6.1 of Materials License SNM-42 is hereby amended to reference Revision 25 of the PPP, submitted by letter dated February 24, 2022.
