References (a) and (b) provided marked-up pages to support the requested license amendment. The Unit 1 pages assumed that the amendment would be approved during the 1997 Unit 2 refueling outage. ,

As a result, the Unit 1 pages contained footnotes that would have permitted operation under the existing Technical Specifications until the end of Cycle 13. liowever, the amendment was not approved at that time and we have reached the end of Cycle 13, Unit 1. Since we expect the amendment to be approved during the 1998 Unit I refueling outage, new marked-up pages are now provided that remove the footnotes associated with Unit 1 operation until the end of Cycle 13, and add footnotes to permit operation of Unit 2 under the existing Technical Specifications until the end of Cycle 12. Similarly, new marked-up pages are provided for the Improved Technical Specifications that reflect the situation described above.

. , ..v v In addition, the mark-up of the basis for Technical Specification 3/4.7.1.4 (B 3.7.14 for improved Technical Specifications) was changed to re-insert the phrase "a small fraction of."
