MEETING MINUTES - MEETING BETWEEN BOSTON EDISON COMPANY AND NRC ON JANUARY 14, 1988 On January 14, 198R, representatives of Boston Edison Comnany (BEco) net with members of NRR to discuss Inservice Testing Programs (IST) development for the Pilorim Nuclear Power Station. The discussions included recent procram chances (REY. 2) and BECo's response and status relating to the NRC sta#f's 16 concerns through Rev. 1.A of the IST Program. The licensee's agenda is attached as Enclcsure 1. Sionificant matters discussed are sumarized on Enclosure 2 to this memorandum. Attendees are listed on Enclosure 3 to this memorandun.

INSERVICE TEST PROGRAtt MATTERS DISCUSSED BETWEEN BOSTON EDISON COMPANY AND NRC STAFF - JANUARY 14, 1988 I. Backaround On July 11, 1983, Boston Edison (BECo) submitted the 10-year Inservice Test (IST) program for the second 10 year period of Pilgrim operation. This program was updated in Revision 1.A, submitted on October 24, 1985. On February Program. 27, 1986, BEco submitted corrected pages to the Revision 1.A IST NRC review of this version of the proqram has been onooina, and various aspects of the progran have been discussed in telephone conferences and meetings between BEco and the staff.
In February 1P86, the NRC contractor reviewing the progran EG&G Idaho, Inc., provided the staff with a draft SER of the BEco progran. ,A copy of this draft SER was provided to BECo as part of the  onooing review and discussions regarding the BEco program including 16 staff concerns regarding the IST program.
This meeting was held to discuss the BECo program development effort, their action review. in response to the 16 staff questions, and the status of the staff's II. _Recent BECo IST Prooram Actions BECo described recent IST procran actions to the staff.      BEco has developed a new revision to the IST program.

III. Discussion of the 16 Ouestions BECo and the staff discussed the 16 questions raised regarding the existing (docketed) !$T program. BEco draft responses to the questions were discussed. With the exception of four areas, BEco has made changes to their IST program that is responsive to the staff's earlier questions. Four specific areas were discussed and the staff's view was sumarized as follows:
: 1. _ Pump Vibration - The staff's view is that acceptable limits set the standard for velocity limits on all plants and, consequently, is applicable to Pilgrim. The staff and BECo still need to agree on the velocity limits to be accepted on relief reouest RP-2.                      i
: 2. HPCI and RCIC Governor - The staff does not consider the governor to    >
be exempted from testing, as implied by IWV-1200, for these two unioue      !
pieces of safety-related equipment. BEco should submit a relief request based on testing these valves in con,iunction with the turbine test. BECo agrees with this approach.
3.
Excess Flow Check Valves - The staff views these valves as an "active" valve, but will accept an appropriate relief request. BECo should submit a relief request indicating why IST testing is inappropriate. BEco acrees with this approach.
4 Rapid-Actino Valves - Relief Request RV-08 should he revised to specify an acceptance criteria of 2 seconds within the alternate testing section. BECo agrees with this approach.
IV. Future Actions BEco and the staff discussed the tentative approach to proceedino with the            !
BECo effort and the staff review of IST activities at Pilorim. This approach involves amendino Rev l.A as follows:
        -Beco will formally submit their response to the 16 staff questions raised on the existing IST program.
        -BECo will provide the staff with additional information recarding IST testing of pressure isolation valves.
 
    -The foregoing submittals will include a correlation between the submittal review. and Revision 1,A, which has essentially completed staff
  -BECo will provide a description of the evolving IST program effort and        !
provide the relationship between the docketed program and Revision P (which is not expected to be formally submitted for several months).
  -Existir.g plant components with newly identified testing requirements will be tested during the next applicable scheduled period commencing from the specific test procedure approval date.
  -The above subnittals are expected to be made by early March.
  -The staff will provide prompt review and issue an SER within 30-60 days.
