OCTOBER 6, 1988 PUBLIC MEETING ON OFFSITE EMERGENCY PREPAREDNESS FOR PILGRIM The Department of Public Safety of the Commonwealth of Massachusetts conducted a public meeting on Pilgrim offsite emergency preparedness (EP) on October 6,1988 at the Duxbury High School. A transcript of the meeting was provided to the NRC on October 11, 1988, as an attachment to a status report (Third Barry

. Report) prepared by the Department of Public Safety. The staff has completed a review of the meeting transcript to determine if significant new inforniation

on Pilcjrim offsite emergency planning concerns could be itentified.

The meeting was organized to receive reports and public comments on the status of the offsite emergency plans and procedures pertaining to the Pilgrim Nuclear Power Station.

Peter W. Agnes Jr., Assistant Secretary of the Department of Public Safety opened the meeting by providing a brief history and current status of emergency preparedness for Pilgrim. Draft copies of the Third Barry Report were distributed to the local town officials for their comments. Mr. Agnes noted that the final report and a transcript of the meeting would be provided to the NRC to assure that, prior to the briefing on October 14, 1988, the Comission would be aware of the facts and the issues that remain unresolved.

Following Mr. Agnes' opening remarks, thirteen local town officials and Civil Defense Directors provided detailed comments on the status of emergency preparedness in their respective towns. The communities which were represented included Duxbury, Bridgewater, Carver, Kingston, Marshfield and Plymouth. The reception center community of Taunton was not represented. After the official town reports were presented, the meeting was opened to any members of the public who wished to speak.

The town reports presented at the meeting contained no new significant information on the Pilgrim EP issues. Although the concerns raised by the towns were pre-viously known to the staff, some details of these concerns were not.

Manager and Board of Selectmen procedure for Duxbury.

In both examples, the NRC staff knew that there were problems delaying development of these procedures.

In the meeting, town officials for Plymouth detailed that unresolved ~ issues such as availability of back-up bus drivers, communication with bus drivers during an evacuation and the need for training of substitute teachers were causing the delay in completing the preschool and nursery school procedure.

Duxbury officials stated that the lack of a procedure for the Town Manager was due to the fact that the procedures were originally developed generically for all of the EPZ towns and the other towns do not have a Town Manager.

In summary our review of the subject meeting transcript did not identify

significant information previously unavailable to the staff. While some addi-tional details related to emergency preparedness concerns were noted, this information does not affect our previous assessment of progress which has been made towards resolving the FEMA-identified emergency preparedness issues at Pilgrim.
