SUMMARY

OF MEETING HELO WITH BECO ON OCTOBER 5. 1988 L O!SCUSS THE STATUS OF READINESS FOR RESTART OF THE PILGRIM FACILITY Sackground Nefrbers of the NRC staff met with the licensee's representatives in Rockville.

Maryland, to have the licensee provide an update on the status of the readiness for restart of the Pilgrim Nuclear Power Station. The Comonwealth of Massachusetts was invited and time was allocated to allow its representative to provide the Comonwealth's views and coments relating to a restart decision recomendation being considered by the NRC staff. The meeting was an open meeting ,

for interested merrbers of the public to attend as observers in accordance with +

the Comission's policy on open meetings (43 Federal Register 28058, dated June 28. .

1978).

The meeting was transcribed and a copy of the meeting record is provided as an enclosure. The enclosure includes the followin (1) Meeting notice

and agenda. (2) Licensee's presentation and (3)g attachments
two letters from the Plym t Selectmen and coments by the Plymouth Civil Defense Director. A list of attendees l is also provided as an enclosure. l The Pilgrim Restart Assessment Panel issued a Restart Readiness Assessment  !

Report relating to the issues resulting in the plant shutdown, and recomend l

, restart of the Pilgrim facility to the Regional Administrator on September 26. l 1988. The Relienal Administrator chaired a public meeting in Plymouth Massachusetts.

on September 28, 1988, to receive public consnents on the report. The Regional i Administrator endorsed the recomendation and forwarded it to the Director of

  • Nuclear Reactor Regulation for consideration.

! Dr. Thomas E. Murley. Director of NRR requested the teeting to receive an update l prior to providing the Comission a recomendation during its scheduled treeting of October 14, 1988, to assure that the latest status of issues relating to the i l' plant and the offsite emergency preparedness (EP) was available for consideration.  :

The licensee sumarized the current status of the plant issues as provided in the (

Restart Plan Revision 3. dated September 29, 1988. The licensee also sumarized i

the status of offsite Er corrective actions which was provided in the BECo Peport, "The Status of Offsite EP around Pilgrim Nuclear Power Station," dated October 4, 1988.

The enclosed transcriot prevides the datails of the discussions of both the status of the plant issues and the differing views of the Comonwealth and those of the NRC staff and licensee on EP status. The Conmonwealth's representative, Mr. Peter Agnes, Assistant Secretary for Public Safety, provided the Comonwealth's views. Mr. Agnes also provided the NRC staff a copy of the Comonwealth's draft of "A Report on Progress Made in Emergency Planning for Response to an Accident at Pilgrim Nuclear Power Station".

Subsequent to the meeting, the licensee provided its coments on the Connonwealth's draft report in a letter dated October 7, Ic88 The Confronwealth has finalized the proaress report and provided it to the NRC in a letter dated October 11, 1908.

The NDC staff will review the raport and provide the results of its review to the Conitonwealth.
