SUBJECT:
MEETING WITH ROSTON EDISON COMPANY CONCERNING PLANT RESTART ISSUES On May 19, 1986, I attended a Region I meeting at King of Prussia, Pennsylvania, with Boston Edison Company. The purpose of,the meeting was to discuss the licensee's May 15, 1986, report to the Regional Administrator, which was sub-mitted in response to Confirmatory Action Letter 86.10.
The following three problem areas were covered: (1) intersystem leakage through the motor-operated injection valves of,the residual heat removal system, (2) primary containment isolation which occurred during repositioning of the made switch, and (3) failure of the outboard main steam isolation valves to reopen after resetting the primary containment isolation valves.
Details concerning the licensee's analysis" and actions' to resolve these problems are included in the licensee's report. ' Region I will issue a summary of the dis-cussions and conclusions reached at the meetina.
Some items of repair and maintenance remain to be completed before restart and this work is proceeding more slowly than normal because of the current strike 1
by union members. Subject to authorization by the Regional Administrator, restart of Pilgrim Station is currently expected about May 78, 1986.
