THREE HUNDRED AND TWENTIETH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, DECEMBER 11-13, 1986 The Advisory Comittee on Reactor Safeguards held its 320th meeting in Washington, D.C. on December 11-13, 1986. Items considered during this meeting are sumarized below:

320TH ACRS MEETING The members discussed new requirements for BWR Mark I containments in regard to severe accidents.

The members considered the NRC Staff's proposal for a Comission policy statement on deferred plants (SECY-86-359).

Comittee coments on the subjects noted above have been sent to you.

The members discussed the NRC Staff practice of applying anticipated changes to 10 CFR Part 50, General Design Criterion 4, Environmental and Missile Design Basis, to the component supports in specific nuclear plants.

The members discussed the NRC Staff's approach for review of DOE's Final Environmental Assessments of HLW repository sites.

The members discussed the proposed final Regulatory Guide entitled

" Format and Content of Plant-Specific Pressurized Thermal Shock Safety Analysis Reports for Pressurized Water Reactors."

The members discussed the request of the NRC for public coments regard-ing the Development of a Policy for Nuclear Power Plant License Renewal.

The members discussed the regulatory position of Regulatory Guide 1.63, Revision 3, " Electric Penetration Assemblies in Containment Structures for Nuclear Power Plants."

The Comittee's coments on these subjects have been provided to the Executive Director for Operations. Copies have been sent to you.

The members discussed a mechanism to discontinue preparation of the annual ACRS report to the U.S. Congress on the NRC Reactor Safety Research Program budget in preference to selected in-depth reports on specific aspects of the safety research program. A report of this discussion will be sent to the President of the Senate and the Speaker of the House. A copy has also been sent to you.

The members considered the proposed NRC Staff report on lessons learned from the accident at Chernobyl, Unit 4, and the implications for U.S.

nuclear power plants. Future discussion of this matter is scheduled during the 321st ACRS meeting.

The members continued discussion of a proposed report to you regarding the characteristics of improved light water reactors. Time did not permit completion of this matter. Future discussion is scheduled during the 321st ACRS meeting.

The members were briefed by representatives of the Office of Inspection and Enforcement and the Office of Nuclear Reactor P.egulation regarding recent operating occurrences at nuclear power plants, including drywell shell corrosion at the Oyster Creek Nuclear Generating Station; a loss of both component cooling water pumps at the Byron /Braidwood Station; high pressure injection nozzle external surface damage due to boric acid corrosion at the Arkansas Nuclear One, Unit 1; a loss of offsite power at the Pils rim Nuclear Power Station, Unit 1; a failure of a main feedwater pipe at the Surry Power Station, Unit 2; and a loss of low ,

pressure service water at the Oconee Nuclear Station, Unit 2. The Comittee was also briefed by IE on design problems at plants operating and under construction.

The Committee was briefed by R. Burnett, Director, Division of Safe-guards, NMSS, regarding security provisions at nuclear facilities. .

The Comittee met with you and the other Comissioners to discuss the status of Committee activities regarding consideration of the effective-ness of NRC Staff programs which address generic and unresolved safety issuas and Committee comments on implementation of Comission policy in areas of advanced and standardized reactor plants.

Since the last report of ACRS activities, the following subcommittee meetings have been held:

Extreme External Phenomena, in Washington, D.C. on November 20, 1986 to review the Diablo Canyon long-term seismic program and the NRC Staff's Seismic Safety Program Spent Fuel Storage, in Washington, D.C. on November 21,1986 to review a proposed revision of 10 CFR Part 72 to provide for Moni-tored Retrievable Storage of spent reactor fuel as well as interim provisions to increase storage capabilities at nuclear power plants
