(a) Letter from Mr. G. C. Creel (BG&E) to Document Control Desk (NRC), dated April 30, 1991, Request for License Amendment; One-time Schedular Extension of a Periodic Report Gentlemen:

Technical Specification 6.9.1.8 requires that a semiannual radioactive effluent release report be sent within 60 days after January 1 and July 1 of each year, except for the Strontium 89 and Strontium 90 analysis results, which are due within 120 days of January 1 and July 1 of each year. On April 25, 1991, we identified the fact that the first strontium report for 1991, due by April 30,1991, would not be submitted on time due to a delay in transporting the samples to the offsite lah for analysis. We anticipate recciving the results of this analysis in time to submit the report by June 29,1991.

Because this invohes a Technical Specification requi:cment, we submitted a request for license amendment l Reference (a)] to extend the due date on a one-time basis. Our basis for this request considered the fact that in this case, the lateness of the report is not safety significant. Ilowever, we

Ilistorical results for Strontium 89 and 90 have been very low, with airborne results often less than the minimum detectable activity. The power history for both units during the time frame covered was

low, as were the results for th: other isotopes. Therefore, the strontium results for the period in question are expected to be low.

1 Based on the above, we have concluded that the delay in submitting the strontium analysis results for  ;

the l'ust half of 1991 will not have an adverse effect on safety. Similarly, our withdrawal of the amendment request in Reference (a) will have no negative impact on safety.
