Dear Mr. Denton:

In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 In accordance with provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33, and DPR-52 to change the technical specifications of Browns Ferry Nuclear Plant units 1 and 2 (Enclosure 1). The proposed technical specifications clarify requirements for the residual heat removal service water system and add a specification which allows the standby coolant capability to be inoperable for a period not to exceed 10 days. Alt.o enclosed are 40 copies of the justification for the proposed changes (Enclosure 2).

These proposed changes are essentially identical to those submitted by my letter to you dated August 26, 1980 (TVA BFNP TS 147) and approved by letter from T. A. Ippolito to H. G. Parris dated September 9, 1980. consequently, these requested changes should r it require extensive review by your staff.

TL .ce requested changes are need d to make the technical specifications for all three units consistent in this area and are therefore administrative.

We would appreciate approval of these technical specifications by October 10, 1980.
