By letter dated July 21,2010 1 , Dominion Nuclear Connecticut, Inc. (DNC or the licensee), submitted a license amendment request (LAR) for Millstone Power Station, Unit No.2 (MPS2). The proposed change would modify Technical Specification (TS) 3/4.9.3.1, "Decay Time," to reduce the minimum decay time for irradiated fuel movement from 150 hours to 100 hours. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided by the licensee and has determined that additional information is needed in order to complete the review. The NRC staff requests responses to the enclosed questions.
The draft questions were sent to Mr. Bill Bartron, of your staff, to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed.
On July 14, 2011, Mr. Bartron agreed that DNC would provide a response by July 22, 2011. Please note that if you do not respond to this letter by the agreed-upon date or provide an acceptable alternate date in writing, we may reject your application for amendment under the provisions of Title 10 of the Code of Federal Regulations, Section 2.108. The amendment request describes the proposed change to TS 3/4.9.3.1 regarding the minimum decay time of 100 hours as being based on the current licensing basis as approved in MPS2 TS Amendment No. 284 2. However, the requested change is also described as being based on subsequent licensing basis changes related to revised spent fuel pool heating load analyses.
The LAR describes the licensing basis associated with the Updated Final Safety Analysis Report (UFSAR) Section 9.5.2 and the TS 3/4.9.3.1 Bases. The NRC staff is requesting that any evaluations and documentation associated with changes to these licensing basis items be submitted to the NRC for review in relation to the amendment request. RAI -01: Please submit the following documents associated with any licensing basis changes to the UFSAR Section 9.5.2 or revisions to the TS 3/4.9.3.1 Bases related to revised spent fuel pool heating load analyses: Reviews, screenings and evaluations completed in accordance with Title 10 of the Code of Federal Regulations Part 50, Section 50.59, associated with revisions to UFSAR Section 9.5.2 and TS Bases 3/4.9.3.1.
