2.0CONCLUSION

S ANDRECOMMENDATIONS

2.1CONCLUSION

S TheopencontactsofallClasslE-nonClass1EUnit1annunciator interface devicesareabletowithstand thespecified impressed voltageacrossthecontactwithoutcausinglossofoperability ofthedevices.Inotherwords,,theseinterface deviceswillnotfailinsuchamannerastopreventtheClasslEcircuitsfrommeetingtheirminimumperformance requirements if120VACor250VDCisspuriously impressed ontheopencontactsutilizedintheAnnunciator System. However, thespecified impressed voltagesacrossannunciator inputclosedcontactscouldweldcontactsclosedifsufficient currentflowedforasufficient duration.

AnalysisoftheClass1E-nonClasslEUnit1annunciator interface devices,exceptfortheHV-151-F007A andHV-151-F007B limitswitches, showsthatthesedeviceswillmeettheirminimumperformance requirements eveniftheannunciator inputcontactshouldperhaps, weldshut.Thisconclusion isbasedupontheevaluation oftheinstalled Class1E-nonClass1Edevicesthatshows:Theinterface deviceschangepositionandmeettheirminimumperformance requirements beforetheannunciator co'ntacts areexposedtopotential contactwelding.OR-Theinterface devicesareusedforalarmandindication onlyandcontactsfromthesedevicesarenotused.inClass1Ecircuits.

OR--Theinterface devicesmeettheirminimumperformance requirements evenwithannunciator inputcontactsweldedshut.

Il~1t ORSEA-EE-184 Rev.1Page4of11--Theinterface devicesareinaffiliated (associated) circuitsandcontactsfromthesedevicesarenotusedinClasslEcircuits.

2.2Intheeventannunciator inputlimitswitchesforHV-151-F007A andHV-151-F007B weldshut,thelimitswitchmaindriveshaftscouldperhapsbreaklooseinternaltothevalvescausingthevalvestojam,thuspotentially preventing fullclosureofthevalves.Morethanlikelytheweldedshutlimitswitcheswouldcausedamagetothelimitswitchgearing,butwouldnotpreventthesubjectvalvesfromclosing.RECOMMENDATION ToassurethattheHV-151-F007A andHV-151-F007B valveannunciator inputlimitswitchesdonotweldshut,qualified ClasslE-nonClass1Eisolation devicesaretobeinstalled intheannunciator inputlimitswitchcircuitsfromthesevalves.Thecircuitdesignshouldbes'uchthatthelimitswitchesactuatetheClasslE-nonClass1Eisolation deviceswithcontactsfromthesedevicesusedasannunciator inputs.Thispreventstheannunciator inputlimitswitchesfromweldingshutforthespecified impressed voltagesontheannunciator inputcables.ThisactionwillbetrackedbyNCR87-0021.Inordertoprecludetheneedforfutureengineering analysisandmaintaincompliance withRegulatory Guide1.75,gualified Electrical Isolators, capableofwithstanding 120VACand250VDC,shouldbeinstalled fornewly-engineered annunciator inputsdeveloped fromClass1Edevices.Alsogualified Electrical Isolators shouldbeinstalled forexistingannunciator inputswhenmodifications toexistingClass1E-nonClass1Eannunciator interface devicesareperformed.

Thisrecommendation isin-linewithNPE-Electrical Groupstrategyofeliminating potential pitfallsformaintaining compliance totheplantlicensing commitments.

Thisrecommendation willbeincludedintheDesignDescription Manual,Chapter29fortheComputer/ACR andE1012,"Specification ofElectrical Separation."
