~Procedures havebeenimprovedandoperators havebeentrainedtoassuretheproperresponsetoalossofSpentFuelPoolCooling.Modifications toinstallimprovedlevelandtemperature indication totheSpentFuelPools,althoughnotrequiredtomeettheLicensing BasisofSusquehanna SES,arebeingpursuedinordertofurtherstrengthen theoperatorresponsetothisevent.Thesemodifications alsoaddresspreviousrecommendations madebyourinternalassessment grouptoaddlevelandtemperature indication toassisttheoperators indailyoperation ofthefuelpoolcoolingsystem.~TheLicensing BasisofSusquehanna SESconsiders lossofspentfuelpoolcoolingresulting inpoolboilingtobeinitiated fromaseismicevent,notaLOCA,andthisisincompliance withregulatory requirements.

~TheSSESLicensing Basisisacceptable duetothelackofaneedforimmediate operatoractiontorestorespentfuelpoolcooling,theextremely lowprobability ofaDBALOCAcoupledwithanextendedlossofpoolcooling(pertheSSESIPEthisisontheorderof10E-15),andthefactthatensuringthatthespentfueliskeptwatercoveredisanoperatorpriority.
