In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 20 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1). The other required 20 copies of the amendment have been sent directly to the Browns Ferry Project Manager to facilitate rapid handling of our request. The enclosed specifications will revise the pressure-temperature limit curves (figure 3.6-1) regarding limiting temperatures for pressure test, heatup, and cooldown and core operations so that they will be valid for plant life. This change supersedes BFNP TS 178 (my September 23, 1982 letter to you) and BFNP TS 178, Supplement 1 (D. S. Kammer's July 21, 1983 letter to you).

The description, justification, and safety analysis are provided in enclosures 2 and 3 This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved (enclosure 4).

As discussed with your staff, the enclosed life-of-plant curves demonstrate that the limits specified in the existing technical specification figure 3 6-1 (for all three units) are still valid and conservative. Therefore, the limits specified in the existing figura are l

being administratively imposed until the curves in the enclosed TS 191 ,

are approved.

These technical specifications changes are being reviewed concurrently by the Browns Ferry Nuclear Safety Review Board.

In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class III for unit 1 and Class I for units 2 and 3 These classifications are based on the facts that the proposed amendment involves a single safety issue which does not involve a significant hazard consideration for unit 1, and the proposed amendment for units 2 and 3 is a duplicate of the unit 1 proposed amendment. The remittance for $2.800 ($4,000 for unit 1 and $400 each for units 2 and 3 less $2,000 already provided with TS 178 and Supplement 1 thereto) is being wired to the NRC, Attention: Licensing Fee Management Branch.
