'Ihis tufers to your letter dated September 24, 1968, advising us of your ,

! intention to install fossil-fueled boilers to supply steam to the turbine of the Pathfinder Atomic Power Plant. Also, you ask for authorization to '

nuove the off-gas holdup tanks from the Pathfinder plant and stors them on the prweent site. ,

We understand that the following conditions will exist during rwnoval and '

stomse of the off-gas holdup tanks:

1. 'Ihe rwactor will not be operated until these tanks have been ruinstalled and approval to operate given by the Division of Reactor Licensing.

2. 'Ihe off-gas tanks will be stored onsite.

3. All work will be performed in accordance with written and

' approved work procedurus.

4. Records will be maintained of the work perforwed, the proce- ,

dures unployed, the storage conditions for the off-gas holdup tanks, and any special precautions taken to mintain the integrity of the nuclear reactor system.

On the basis of these considerutions, we have found that the proposed rwmoval and sterwte of the off-gas holdup tanks does not prweent signifi-cant hazards cons:.derutions not described or implicit in the safety analy-sia twport, and that there is zwasonable assurance that the health and safety of the publio will not be endangerwd.

ined to remove and stom the off-gas hold 4 tanks until you are resdy to operate the Pathfinder Atomic Power Plant following the current shutdown.

We also note that the prepamtion of the site for installing the fossil-fueled boilen will requin that the liquid waste line, the laundry tank, the fin-water line, the security fence, the sanitary dmin systen and a j perianter light be relocated. These changes to the facility can be made without AEC authorization if you make the findings zwquirwd by Section 50.59(a) of 10 CFR Part 50. '

We wish to take this epstunity to suggest that your couplcte safety analysis of all planned modifications to the nactor facility be forwarded to us well in advance of any contemplated major construction.
