i '!n possing, Lockheed wishes to review the circumstences lecding to the AEC's visit of

, September 9,1970. This wcs not a " routine" AEC inspection. Lockheed mailed o i request for en cmendment to Fccility License R-85 to the Division of Reactor Licensing j on August 14, 1970, and subsequently discussed the situation with the Division of Recctor Licensing staff by phone, it was recognized that there were crecs in which

the Technical Specifications were -- or soon would be -- violcted, and accorcingly Lockheed csked for guidence. The Division of Reactor Licensing suggested th=r this f morter be discussed with the Region il Complience Office; Contact was mcoe with -

! Mr. Siddell of your office on August 31. As o result of that discussion, Mr. Lewis j cnd Mr. Peery were invited to visit LGNL ct their convenience. The AEC subsequently i cdvised Lockheed of tne crecs -- inclueing wcys in which the Technical Specifications were currently being violcted -- which the AEC would be interested in discussing.

f, i' At the meeting Lockheed brought some of the items of noncomplicnce to the AEC's cttention. Lockheed hcd enticipcted timely AEC cetion on the recuests contcined in the letter of August 14, one it was not Lockheed's inten Ion to violcte the provisions t of the Technical Specificctions without bringing the situation to rne ettention of the I AEC.
