    . August 28,.1989.          (See PNO-III-89-58A) A Region III (Chicago) fuel facility                                                                                                  j
    -inspector is on site monitoring the restart.                                                                                                                                          ;
During the downtime, the licensee upgraded the safety of the conversion process, including usage of a vital equipment repair status board for all citems which are required to be operational. The board item must be reviewed and signed off by'the shift supervisor before start-up of the system. On_1y the shift supervisor has the key to unlock the control for start-up..
The nitrogen feed control-valve, whost failure resulted'in the release,                                                                                                            ~'
J has been interlocked to the UF6-feed line so that the conversion process cannot;takel place unless the valve.is operational. A position indicator
    . light has been instelled on-the control panel to show the_ status of each' of the nitrogen valves,                                                                                                                                                              j i
1A new, improved stack monitoring system also has been designed, installed
,    and tested. The NRC inspector verified that all these systems and procedures were in place as of 1:00 p.m. (CDT), September 22, 1989.
