By letter dated March 30, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17095A530), Duke Energy Carolinas, LLC (Duke) submitted a license amendment request for Oconee Nuclear Station (ONS). The proposed amendment request would revise the TS requirements related to control room envelope habitability in accordance with Technical Specification Task Force (TSTF) Change Traveler TSTF-448, Revision 3, "Control Room Habitability." TSTF-448 was made available by the NRC on January 17, 2007 (72 FR 2022) as part of the Consolidated Line Item Improvement Process. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR),
whenever a holder of a license, including a construction permit and operating license under this part, and an early site permit, combined license, and manufacturing license under part 52 of this chapter, desires to amend the license or permit, application for an amendment must be filed with the Commission, as specified in §§ 50.4 or 52.3 of this chapter, as applicable, fully describing the changes desired, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.
In order to make the application complete, the NRC staff requests that Duke supplement the application to address the information requested in the enclosure by May 12, 2017. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for

If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.

The application contains an undescribed and unjustified proposed change to SR 3.7.9.1 in attachments 1 and 2 which does not appear to be a typographical error and is not a part of a typical TSTF-448 adoption. Specifically, the amendment request changes SR 3.7.9.1 surveillance from "Operate each CRVS Booster Fan train for~ 1 hour" to "Operate each CRVS Booster Fan train for ~ 15 minutes." The licensee needs to supplement the amendment request by providing a revised attachment 1 and attachment 2 which contain only the changes to the TS and Bases described and justified in the "Description," and "Assessment" sections of the enclosure to the LAR. Alternatively, the licensee may revise these sections to address this as a variance to the changes described in TSTF-448, Revision 3.
