SUBJECT:

OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 -

SUMMARY

OF REGULATORY AUDIT IN SUPPORT OF LICENSE AMENDMENT REQUEST NO. 2015-03 (CAC NOS. MF9555, MF9556, AND MF9557)

Dear Mr. Ray:

By letter ON-2017-028 dated March 30, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17095A530}, as supplemented by letter ON-2017-039 dated May 11, 2017 (ADAMS Accession No. ML17139D352), Duke Energy Carolinas, LLC (the licensee) submitted License Amendment Request No. 2015-03 and requested amendments to the Technical Specifications of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3, respectively. From July 21, 2017 through August 21, 2017, staff from the U.S. Nuclear Regulatory Commission's (NRC's) Office of Nuclear Reactor Regulation conducted an audit to support its review of the amendment request. The audit plan is available in ADAMS at Accession No. ML17202U731. The audit occurred at the NRC's office in Rockville, Maryland. An NRC technical reviewer assigned to review the amendment request, Mr. David Nold (Division of Safety Systems (DSS), Balance of Plant Branch (SBPB}), conducted the audit using an internet-based portal provided by the licensee. The purpose of the audit was to review a licensee's calculation, OSC-6206, "Evaluation of Potential Off-Site Toxic Gas Releases," which was not available on the docket in ADAMS, to acquire additional understanding about the amendment request and to determine whether additional information was needed to complete the staff's safety evaluation. The staff will request additional information, as needed, in accordance with NRC Office of Nuclear Reactor Regulation, Office Instruction LIC-101, "License Amendment Review Procedures" (ADAMS Accession No. ML16061A451 ). Any inquiries can be directed to Ms. Audrey Klett at 301-415-0489 or via e-mail at Audrey.Klett@nrc.gov.
