SUBJECT:

GRAND GULF NUCLEAR STATION, UNIT 1 - CORRECTION TO SAFETY EVALUATION FOR LICENSE AMENDMENT NUMBER 175 RE: TECHNICAL SPECIFICATION CHANGE REGARDING MODE CHANGE LIMITATIONS (TSTF-359) USING CONSOLIDATED LINE ITEM IMPROVEMENT PROCESS, AND CORRECT EXAMPLE 1.4-1 (TSTF-485) (TAC NO. MD4276)

Dear Mr. Brian:

On May 30, 2007, the Nuclear Regulatory Commission (NRC, the staff) issued Amendment Number 175 to Facility Operating License No. NPF-29 for the Grand Gulf Nuclear Station, Unit 1 (GGNS). This amendment revised the Technical Specifications (TSs) in response to your application dated February 8, 2007.

The amendment modified GGNS TS requirements for MODE change limitations in Limiting Condition of Operation (LCO) 3.0.4, Surveillance Requirement (SR) 3.0.4, and TS 1.4, Frequency, Example 1.4-1, Surveillance Requirements, consistent with Revision 9 of NRC-approved Industry TS Task Force (TSTF) Standard TS Change Traveler, TSTF-359, Increase Flexibility in MODE Restraints and TSTF-485, Revision 0, Correct Example 1.4-1.

After issuing the amendment, the NRC staff noted that in Section 1.2, Table-1, on page 3 of the Safety Evaluation (SE), the "Description of Change" for TS 3.4.8 incorrectly stated:

The existing NOTE for REQUIRED ACTIONS is replaced with a NOTE stating LCO 3.0.4.c is not applicable.

The correct Description of Change should read as follows:

The existing NOTE for REQUIRED ACTIONS is replaced with a NOTE stating LCO 3.0.4.c is applicable.

Enclosed with this letter is a replacement page 3 for the staffs SE enclosed with License Amendment No. 175, dated May 30, 2007, showing the revision with the revision bar in the margin. This error to the SE does not change the NRC staffs conclusions regarding the acceptability of the Amendment No. 175. Please discard the associated page from the previous SE and replace it with the enclosed page.

W. R. Brian If you have any further questions regarding this matter, please contact me at 301-415-3308.

Sincerely,
