Calif.citizens (9 million) demand NRC take legal action against SCE Executives' Lies to NRC on SONGS Unit 2 Restart; Demand for immediate adjudicated Public Hearing!

NRC Chairman Macfarlane, and NRC Commissioners -

On behalf of almost 9 million southern California citizens/Ratepayers within 50 miles of San Onofre Nuclear Generating Station (SONGS), you are hereby informed of a regional Citizens' Demand for:

• NRC to take immediate legal action against SCE Executives for their unsupported evidence (lies) told to NRC and CPUC about SONGS Unit 2 Restart proposal (at 70% power);

• NRC to schedule an immediate adjudicated evidentiary Public Hearing, before NRC acts on SCE's proposal for SONGS Unit 2 Restart, and before CPUC conclude(s) action on CPUC's Order to Initiate Investigation (0.1.1.) on SONGS Unit 2 Restart proposal by SCE. .

• NRC to direct SCE to suspend further unauthorized analysis/design work on scope of larger Repair/Replacement SGRP's at SONGS Units 2 and 3, or collaboration with MHI Mltsubishi Heavy Industries, (or other fabricator/vendors) .

• NRC to direct SCE to commence with full Decommissioning at SONGS Units 1, 2 and 3, using best practices and best available control technology, restore spent fuel pool capacity to original design limits for spent fuel assemblies and immediately discontinue practice of allowing overly dense concentration of spent fuel assemblies in rack configurations .

• NRC and SCE to fully demonstrate compliance with State mandates for sustainable energy sources (renewables),

and discontinue action(s) which are inconsistent w/funding source mandates for safest, cleanest, most reliable and affordable energy source(s) available (for short and long term durations), including full/safe disposal of all waste.

Up to almost 9 million residents within 50 miles of San Onofre (SONGS) Units 2 and 3 are unwilling to continue being taken hostage as Ratepayers for SCE's:

• Irresponsible management and operation practices, defective design work, blatant/gross disregard for realistic public safety issues widely held by multiple reactor communities in San Diego, Orange County, Riverside County, LA County,

• Inadequate/outdated Emergency Response Plans prepared by Emergency agencies in these Counties,

• Continued allowance of cited fire/safety violation(s) as standard operating procedure(s) SOP (welding/grinding operations and presence of ignition sources in uncontrolled areas in presence of highly explosive/flammable gas/vapor sources).

Thank you for consideration of the realistic public safety concerns of almost 9 million residents within 50 miles of SONGS Units 2 & 3, who feel SCE's proposal to Restart Unit 2 at 70% power is an unsafe, unproven, untested 'experiment', that SCE cannot actually monitor/measure internal heat/pressure operating conditions inside the steam generator(s) or reactor core(s) in real time.

Given San Onofre's location in a highly seismically active area in an unelevated coastal zone, with an existing 14' seawall 1

that has an unproven ability to withstand potentially unprecendented tsunami height(s)/duration, SCE Edison has not

'proven' the proposed Unit 2 Restart at SONGS would not be likely to experience tube rupture(s), Main Steam Line Break(s), potential cascading event(s) caused by series of consecutive tube ruptures, potential hydrogen explosion(s), full or partial core meltdown(s), loss of coolant accidents (LOCAs), tsunami inundation/surge like events that also happened, but were unexpected at Fukishima, Japan in March 2011. (Note County of San Diego's Emergency Response Plan was last updated in January 2011 - "pre-Fukishima".)

I don't think County of San Diego's Emergency Response Plan (last updated before events at Fukishima) should be relied upon for safety of almost 9 million citizens within 50 miles of San Onofre, do you?

The human, economic and environmental stakes for such large populations in southern California couldn't be any higher.

As the ONLY federal public agency with oversight authority over the utility SCE Edison operating nuclear reactor(s) at San Onofre, Citizens here expect, demand, and DESERVE THAT ALL N.R.C. COMMISSIONERS FULLY PERFORM YOUR FUNCTIONS, AND DO THE JOB YOU'RE MANDATED TO PERFORM. ! !

SONGS It's clear now that the operators and executives at the SONGS plant in California and SoCal Edison have colluded and broken several laws in regards to public safety and operation of the plant. It is CRITICAL that the NRC take a hardline stance on this matter and see to it that charges be filed in a criminal case.
