The remaining information requested regarding specific inspection plans, repair plans, and inspection results will be submitted to NRC in accordance with the schedules identified in the Generic Letter.The attached information provides the justification for our conclusion that the Susquehanna Unit 1 and 2 shrouds are structurally sound.During the next planned refueling outages for each unit additional inspection of both core shrouds will be performed.

REPLY: Unit 1 In the Fall of 1993, after cracking was found in a US BWR facility, PP&L decided to inspect the Unit 1 shroud.This inspection was recommended by GE SIL 572 Rev 1, for all plants that had 8 years or more operating time.The specific results are described below in the response to section l(d).No visual defects were found in any of the welds inspected.

The following rationale was used to assist us in coming to that conclusion:
 
Unit 1 has a shroud that is constructed of IGSCC resistant materials.

The materials used in its construction are Grades 304L plate and 308L stainless steel weld material, except at the lower shroud support plate under the jet pumps and on the support legs under the shroud connected to the lower vessel wall.This lower material is Inconel 600 with IN 182 weld material at the connections to the vessel wall and other material interfaces.
 
Details of this construction are shown in the response to section 1(c)below with carbon contents and weld procedures verified by reference to the Certificates of Conformance (C of C's).

ATTA ENT 1 TO PLA-4192 PAGE 2 OF 6 2.At the time of the inspection, Unit 1 had experienced 8.23 years of operating time.This is just beyond the minimum number of years suggested by GE to start looking for cracking.Since no cracks were found, it was GE's recommendation based upon SIL 572, Rev.1 to inspect this shroud every other outage.3.Unit 1 water chemistry conditions have been good over the life of the unit.Attachment 3 discusses the life cycle of both Units 1 and 2.Shroud operating stresses are sufficiently low so that, under the most conservative assumptions, more than 90X of a horizontal weld (Ref.GENE-523-A107P-0794) would have to be cracked before we would be concerned about the integrity of the shroud during a seismic event or recirculation or steam line breaks.We would have found evidence of such a large crack during our inspections of this shroud, but did not find any indications.

Using crack growth rates of 5E-5 in/hr.identified in documents recently sent to the NRC by Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos.50-249 and 50-254 dated July 20, 1994, it can be shown that in 15 months operating time an indication would travel only'," into the 2" shroud wall.This represents only 25X of a horizontal, weld which does not meet the 90X criteria of concern mentioned above.5.Irradiation Assisted Stress Corrosion Cracking (IASCC)has been implicated in the cracking of low carbon stainless steels such as those in the shroud.The highest calculated fluence at the wall of the Unit 1 shroud was about 1.1E21 n/cm which is above the threshold of 3 to 5E20 n/cm needed to initiate the IASCC phenomena.

However, only one of seven low conductivity plants with 304L grade steel has shown cracking and the size of the cracks was very small in a vertical weld.Therefore, we believe the probability is small that cracking has initiated at this time by this mechanism.

In addition to a low probability of cracking at this time, we also believe that there is a low probability of Unit 1 suffering a steam line or recirculation line break or encountering a seismic event.Unit 1 has been mitigated from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI (Induction Heating Stress Improvement) and HSIP (Mechanical Stress Improvement Process)on all but 19 of its susceptible welds.The remaining 19 welds will be given the HSIP treatment during the next outage.All stainless steel welds in the recirculation piping have been examined under the guidance of RG-0313 Rev.2.We have not found any defective welds as a result of these extensive examinations.

REPLY: Unit 2 Unit 2 has experienced 6.5 years of operating time and therefore was not required to be inspected during the U2-6RIO outage in the Spring of 1994 ATTA ENT 1 TO PLA-4192 PAGE 3 OF 6 per the guidelines of GE SIL 572 Rev.1.Furthermore, we believe the material condition of the shroud is bounded by the above discussion on Unit 1 for the following reasons: 1.The fluence at the Unit 2 shroud was higher on Unit 1 and no cracking was found on Unit 1.2.The operating time was longer on Unit 1 (8.2 vs 6.5 years).3.The average water conductivity was lower on Unit 2.4.The materials of construction are identical on both units and the same manufacturer assembled them.5.Unit 2 has experienced less IGSCC cracking than Unit 1 on other internal components.

Based on the above comparisons, we do not expect Unit 2 to be experiencing IGSCC on the shroud now, or before the U2-7RIO scheduled for the Fall of.1995.In addition to having a low probability of cracks present at this time, we also believe that there is a low probability of Unit 2 suffering a steam line or recirculation line break or seismic event.Unit 2 has been mitigated, from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI and MSIP on all but 21 of its.susceptible welds.The remaining 21 welds will be given the MSIP treatment during the U2-7RIO planned for the Fall of 1995.All stainless steel welds have been examined under the guidance provided in RG 0313 Rev.2 and no defective welds have been found.ADDITIONAL RELATED INFORMATION Further information can be obtained from documents recently sent to the NRC by Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos.50-249 and 50-254'dated July 20, 1994.Calculations for limiting crack sizes in the Hl through H7 welds for the Dresden and guad Cities units range from 97 to 142 inches.We inspected 213 inches each of welds H3, H4, and H5 at SSES Unit 1 and did not find any evidence of cracking.Therefore, we believe there is an extremely low probability of generating a critical size crack in the remaining time before the 1995 inspections planned for Unit l.The GENE-523-A107P-0794 on"Shroud Cracking Safety Assessment" is being incorporated into the revision to the operators'equalification Training program.This retraining will enhance operator awareness of the shroud cracking issue and how it can be detected by the instrumentation available to them and appropriate response actions.Awareness retraining will be augmented with procedure changes, as necessary.

The three vertical welds were: a.The 45''weld identified as CG-45 at the 45 degree location between welds H3 and H4.b.The 83''weld identified as DA-0 at the 0 degree location between welds H4 and H5.c.The 41''weld identified as EE-135 at the 135 degree location between welds H5 and H6-A.The inspections were performed using an underwater color camera with a 7.5mm lense.The camera was equipped with dual variable lights attached on either side of the camera barrel.Inspection distance was approximately three to five inches.Resolution was checked by viewing a one mil wire standard.A real time review was performed by two IVVI(In-Vessel Visual Inspection)

All welds appeared to have minimal oxidation as seen by the color camera and therefore, were not cleaned.A small area of weld CF was hydrolyzed to remove the oxidation.

When it was removed, it was the opinion of the GE level III examiner that the oxidation had not interfered with the inspection, and further cleaning was not required.No indications were found on an of the ins ected welds.The next inspection of the Unit 1 shroud is scheduled for the Spring of 1995, UI-SRIO, using the methods recommended by the BWROG-VIP Committees when they are issued.REPLY: Unit 2 Unit 2 was never previously inspected for this cracking phenomena, as discussed in the reply to l(b)above.The Unit 2 shroud will be inspected during the U2-7RIO in the Fall of 1995 using methods recommended by the BWROG-VIP Committee when they are issued.Conclusions:

It is our assessment that both SSES Units 1 and 2 have extremely low probabilities of being cracked or suffering significant cracking before the next planned outages.We will submit detailed inspection plans and develop repair plan options that will address the GL 94-03 30 days prior to the 1995 outages planned for our units.The above information documents the data that we have collected and the reviews we have performed of the documents provided by the NRC, GE and the BWROG-VIP.

The materials used in its construction are Grades 304L plate and 308L stainless steel weld material, except at the lower shroud support plate under the jet pumps and on the support legs under the shroud connected to the lower vessel wall. This lower material is Inconel 600 with IN 182 weld material at the connections to the vessel wall and other material interfaces. Details of this construction are shown in the response to section 1(c) below with carbon contents and weld procedures verified by reference to the Certificates of Conformance (C of C's).

: 2. At the time of the inspection, Unit 1 had experienced 8.23 years of operating time. This is just beyond the minimum number of years suggested by GE to start looking for cracking. Since no cracks were found,   it was GE's recommendation based upon SIL 572, Rev. 1 to inspect this shroud every other outage.
: 3. Unit   1 water chemistry conditions have been good over the life of the unit. Attachment 3 discusses the life cycle of both Units 1 and 2.
Shroud operating stresses are sufficiently low so that, under the most conservative assumptions,     more than 90X of a horizontal weld (Ref. GENE-523-A107P-0794) would have to be cracked before we would be concerned about the integrity of the shroud during a seismic event or recirculation or steam line breaks. We would have found evidence of such a large crack during our inspections of this shroud, but did not find any indications. Using crack growth rates of 5E-5 in/hr. identified in documents recently sent to the NRC by Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos. 50-249 and 50-254 dated July 20, 1994,   it can be shown that in 15 months operating time an indication would travel only ',"
into the 2" shroud wall. This represents only 25X of a horizontal, weld which does not meet the 90X criteria of concern mentioned above.
: 5. Irradiation Assisted Stress Corrosion Cracking (IASCC) has been implicated in the cracking of low carbon stainless steels such as those in the shroud. The highest calculated fluence at the wall of the Unit 1 shroud was about 1. 1E21 n/cm which is above the threshold of 3 to 5E20 n/cm needed to initiate the IASCC phenomena.
However, only one of seven low conductivity plants with 304L grade steel has shown cracking and the size of the cracks was very small in a vertical weld. Therefore, we believe the probability is small that cracking has initiated at this time by this mechanism.
In addition to a low probability of cracking at this time, we also believe that there is a low probability of Unit 1 suffering a steam line or recirculation line break or encountering a seismic event. Unit 1 has been mitigated from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI (Induction Heating Stress Improvement) and HSIP (Mechanical Stress Improvement Process) on all but 19 of its susceptible welds. The remaining 19 welds will be given the HSIP treatment during the next outage.       All stainless steel welds in the recirculation piping have been examined under the guidance of RG-0313 Rev. 2.     We have not found any defective welds as a result of these extensive examinations.
REPLY: Unit   2 Unit 2 has experienced 6.5 years of operating time and therefore was not required to be inspected during the U2-6RIO outage in the Spring of 1994
 
ATTA     ENT 1 TO     PLA-4192 PAGE 3 OF 6 per the guidelines of GE SIL 572 Rev. 1. Furthermore, we believe the material condition of the shroud is bounded by the above discussion on Unit 1 for the following reasons:
: 1. The   fluence at the Unit 2 shroud       was higher on Unit   1   and no cracking was found on Unit 1.
: 2. The   operating time was longer   on Unit 1 (8.2   vs 6.5 years).
: 3. The average   water conductivity   was lower on Unit 2.
: 4. The   materials of construction are identical     on both units and the same   manufacturer assembled them.
: 5. Unit 2 has experienced less       IGSCC cracking than Unit   1   on   other internal components.
Based on   the above comparisons, we do not expect Unit 2 to be experiencing IGSCC on   the shroud now, or before the U2-7RIO scheduled for the Fall of .
1995.
In addition to having a low probability of cracks present at this time, we also believe that there is a low probability of Unit 2 suffering a steam line or recirculation line break or seismic event. Unit 2 has been mitigated, from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI and MSIP on all but 21 of its. susceptible welds.       The remaining 21 welds will be given the MSIP treatment during the U2-7RIO planned for the Fall of 1995.                 All stainless steel welds have been examined under the guidance provided in RG 0313 Rev. 2 and no defective welds have been found.
ADDITIONAL RELATED INFORMATION Further information can     be obtained from documents recently sent to the NRC by Commonwealth Edison and Iowa - Illinois Gas and Electric Company, Docket Nos. 50-249 and 50-254 'dated July 20, 1994.             Calculations for limiting crack sizes in the Hl through H7 welds for the Dresden and guad Cities units range from 97 to 142 inches. We inspected 213 inches each of welds H3, H4, and H5 at SSES Unit 1 and did not find any evidence of cracking. Therefore, we believe there is an extremely low probability of generating a critical size crack in the remaining time before the 1995 inspections planned for Unit l.
The GENE-523-A107P-0794     on "Shroud   Cracking Safety Assessment" is being incorporated into the revision to the operators'equalification Training program. This retraining will enhance operator awareness of the shroud cracking issue and how   it can be detected by the instrumentation available to them and appropriate response actions. Awareness retraining will be augmented with procedure changes, as necessary.       The BWROG VIP Committees have issued guidance for     member vote regarding operator actions to detect

REPLY:   Unit   1 Unit 1 underwent an inspection of the shroud during the Ul-7RIO in the Fall of 1993. Three vertical and three horizontal welds were chosen for inspection based upon the following criteria:
: a.     locations in the highest flux regions of the core,
: b.     locations in the higher oxidizing areas of the high flux regions,
: c.     locations which       had experienced   much of the cracking described in SIL 572 Rev. 1, and
: d.     inspect the ID of the shroud where most previous cracking               was found in other reactors.
The   three horizontal welds selected for sampling were welds CF, DB, and DC.     These are Chicago Bridge and Iron designated welds that are equivalent to the H3, H4 and H5 welds in the BWROG documents relating to this problem. The welds were inspected from the 0 to 120 degree azimuth which is approximately 213" of total weld length.                       See the sketch referenced in 1,(c) above showing the designations of the welds, both vertical   and   horizontal.
The three vertical welds were:
: a.     The 45''   weld identified   as CG-45 at the 45 degree   location   between welds   H3 and H4.
: b.     The 83''   weld   identified as DA-0 at the   0   degree location   between welds   H4 and H5.
: c.     The   41''   weld identified as       EE-135 at the     135 degree   location between welds H5 and H6-A.
The inspections were performed using an underwater color camera with a 7.5mm lense.       The camera was equipped with dual variable lights attached on   either     side     of the camera barrel.           Inspection distance was approximately       three   to five inches. Resolution   was checked by viewing a one mil wire standard.
A real time review       was performed by two   IVVI(In-Vessel Visual Inspection)
 
ATTA     ENT 1 TO PLA-4192 PAGE 6 OF 6 qualified Level   III examiners. One of the examiners was experienced in the evaluation of cracking at Brunswick. All welds appeared to have minimal oxidation as seen by the color camera and therefore, were not cleaned. A small area of weld CF was hydrolyzed to remove the oxidation.
When   it was removed, it was the opinion of the GE level III examiner that the oxidation had not interfered with the inspection, and further cleaning was not required.
No indications   were found on an of the ins ected welds.
The next inspection of the Unit 1 shroud is scheduled for the Spring of 1995, UI-SRIO, using the methods recommended by the BWROG-VIP Committees when they are issued.
REPLY:   Unit 2 Unit   2 was never previously inspected for this cracking phenomena,     as discussed in the reply to l(b) above. The Unit 2 shroud will be inspected during the U2-7RIO in the Fall of 1995 using methods recommended by the BWROG-VIP Committee when they are issued.

Conclusions:==
 
It is our assessment that both SSES Units 1 and 2 have extremely low probabilities of being cracked or suffering significant cracking before the next planned outages.     We will submit detailed inspection plans and develop repair plan options that will address the GL 94-03 30 days prior to the 1995 outages planned for our units.           The above information documents the data that we have collected and the reviews we have performed of the documents provided by the NRC, GE and the BWROG-VIP.
Based upon the age, design, operational history and inspections performed to date, the susceptibility of the core shrouds to cracking is low, and therefore, Susquehanna SES Units 1 and 2 can safely operate during the interim period until the 1995 planned outages when detailed inspections will be performed.

Oxidizing conditions sufficient to promote stress corrosion cracking exist on both sides of the shroud.Hydrogen Water Chemistry, which would tend to reduce oxidizing conditions on the lower OD of the shroud, will not be implemented in the near future.Historically, the concentration of ionic impurities has been monitored by measuring the electrical conductivity of a continuously flowing reactor water sample.This technique is sensitive to small changes in concentration, but does not discriminate between aggressive impurities such as chloride and sulfate and neutral or benign ones such as chromate, nitrate or zinc.Grab samples are taken periodically and analyzed for specific impurities such as chloride and, since the mid-l980s, sulfate.The lower limit of analysis and reporting has decreased as operating experience has indicated the need for more stringent control.Therefore, conductivity is used only as an indicator of the potential of water chemistry to affect stress corrosion cracking.The grab sample reactor water conductivity database was reviewed from initial criticality through the end of Cycle 7 operation for Unit 1, and through November 21, 1993 for Unit 2.Figure 1 shows the cycle average conductivities for both units.The cycle average conductivity was always below the criteria of 0.3 umho/cm.For both units, conductivities were highest during the first cycle.During the first third to half of that cycle, conductivities were in the range of 0.3 to 0.5 umho/cm.Subsequently, they were reduced to about 0.2 umho/cm.Currently, both units are achieving<0.13 umho/cm.Table I presents the operating days (as reflected in the chemistry database), the cycle average conductivities and the lifetime average conductivities for Units 1 and 2.The first"Five-Cycle Average Conductivities" for both units are well below the criteria of 0.3 umho/cm: 0.205 umho/cm for Unit 1 and 0.198 umho/cm for Unit 2.The product of the"First Five-Cycle Average" times operating years is estimated to be 2.0 for Unit 1 at the next refueling outage, and 1.8 for Unit 2.This is well below the level of NRC concern of 4.5-5.0, as indicated in the SER for Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos.50-249 and 50-254.
AT HMENT 3 TO PLA-4192 PAGE 2 OF 3 Table I also shows the Estimated Lifetime Average Conductivities for upcoming refueling outages.For the Eighth Refueling Outage of both units, the product of Lifetime Average Conductivity and Operating Years is 1.8.This indicates that, from a chemistry perspective, Unit 2 could operate until the Spring of 1997 before reaching a level of risk of cracking equal to Unit 1 in the Spring of 1995.In summary, the conductivity history of Susquehanna Unit 1 and 2 places both units well within the criteria for a low risk of shroud cracking at present.Presuming continuation of the current chemistry conditions, cracking is not expected to be found during the upcoming refueling outages.

This letter serves to provide our initial response to your request for information addressed in Generic Letter 94-03, " Intergranular Stress Corrosion Cracking of Core Shrouds in Boiling Water Reactors." The remaining information requested regarding specific inspection plans, repair plans, and inspection results will be submitted to NRC in accordance with the schedules identified in the Generic Letter.

The attached information provides the justification for our conclusion that the Susquehanna Unit 1 and 2 shrouds are structurally sound. During the next planned refueling outages for each unit additional inspection of both core shrouds will be performed. Our plan is to review the final recommendations of the BWROG-VIP Committees regarding inspection acceptance and repair criteria prior to making final plans for this work.

REPLY: Unit 1 The Unit 1 shroud was inspected for weld cracking during the Unit 1-7th refueling outage (Ul-7RIO) in the Fall of 1993. The results of this inspection are provided in the response below to 1(d). The Unit 1 shroud will be inspected again during the Ul-BRIO in the Spring of 1995 using examination procedures that will follow the guidelines being developed by the BWR Owners Group VIP Committees.

REPLY: Unit 2 The Unit 2 shroud was not inspected during the U2-6RIO in the Spring of 1994 because it did not have more than 8 years of operating time. A discussion of this decision is provided in the reply to request 1(b) below. Unit 2 will have approximately 8 years of operating time at the beginning of the U2-7RIO planned for the Fall of 1995 and, thus, is being scheduled for inspection at that time using the methods recommended by the BWROG-VIP Committee.

REPLY: Unit 1 In the Fall of 1993, after cracking was found in a US BWR facility, PP&L decided to inspect the Unit 1 shroud. This inspection was recommended by GE SIL 572 Rev 1, for all plants that had 8 years or more operating time.

The specific results are described below in the response to section l(d).

No visual defects were found in any of the welds inspected. Thus Unit 1 was returned to service without restriction. The following rationale was used to assist us in coming to that conclusion:

Unit 1 has a shroud that is constructed of IGSCC resistant materials. The materials used in its construction are Grades 304L plate and 308L stainless steel weld material, except at the lower shroud support plate under the jet pumps and on the support legs under the shroud connected to the lower vessel wall. This lower material is Inconel 600 with IN 182 weld material at the connections to the vessel wall and other material interfaces. Details of this construction are shown in the response to section 1(c) below with carbon contents and weld procedures verified by reference to the Certificates of Conformance (C of C's).

2. At the time of the inspection, Unit 1 had experienced 8.23 years of operating time. This is just beyond the minimum number of years suggested by GE to start looking for cracking. Since no cracks were found, it was GE's recommendation based upon SIL 572, Rev. 1 to inspect this shroud every other outage.
3. Unit 1 water chemistry conditions have been good over the life of the unit. Attachment 3 discusses the life cycle of both Units 1 and 2.

Shroud operating stresses are sufficiently low so that, under the most conservative assumptions, more than 90X of a horizontal weld (Ref. GENE-523-A107P-0794) would have to be cracked before we would be concerned about the integrity of the shroud during a seismic event or recirculation or steam line breaks. We would have found evidence of such a large crack during our inspections of this shroud, but did not find any indications. Using crack growth rates of 5E-5 in/hr. identified in documents recently sent to the NRC by Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos. 50-249 and 50-254 dated July 20, 1994, it can be shown that in 15 months operating time an indication would travel only ',"

into the 2" shroud wall. This represents only 25X of a horizontal, weld which does not meet the 90X criteria of concern mentioned above.

5. Irradiation Assisted Stress Corrosion Cracking (IASCC) has been implicated in the cracking of low carbon stainless steels such as those in the shroud. The highest calculated fluence at the wall of the Unit 1 shroud was about 1. 1E21 n/cm which is above the threshold of 3 to 5E20 n/cm needed to initiate the IASCC phenomena.

However, only one of seven low conductivity plants with 304L grade steel has shown cracking and the size of the cracks was very small in a vertical weld. Therefore, we believe the probability is small that cracking has initiated at this time by this mechanism.

In addition to a low probability of cracking at this time, we also believe that there is a low probability of Unit 1 suffering a steam line or recirculation line break or encountering a seismic event. Unit 1 has been mitigated from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI (Induction Heating Stress Improvement) and HSIP (Mechanical Stress Improvement Process) on all but 19 of its susceptible welds. The remaining 19 welds will be given the HSIP treatment during the next outage. All stainless steel welds in the recirculation piping have been examined under the guidance of RG-0313 Rev. 2. We have not found any defective welds as a result of these extensive examinations.

REPLY: Unit 2 Unit 2 has experienced 6.5 years of operating time and therefore was not required to be inspected during the U2-6RIO outage in the Spring of 1994

ATTA ENT 1 TO PLA-4192 PAGE 3 OF 6 per the guidelines of GE SIL 572 Rev. 1. Furthermore, we believe the material condition of the shroud is bounded by the above discussion on Unit 1 for the following reasons:

1. The fluence at the Unit 2 shroud was higher on Unit 1 and no cracking was found on Unit 1.
2. The operating time was longer on Unit 1 (8.2 vs 6.5 years).
3. The average water conductivity was lower on Unit 2.
4. The materials of construction are identical on both units and the same manufacturer assembled them.
5. Unit 2 has experienced less IGSCC cracking than Unit 1 on other internal components.

Based on the above comparisons, we do not expect Unit 2 to be experiencing IGSCC on the shroud now, or before the U2-7RIO scheduled for the Fall of .

1995.

In addition to having a low probability of cracks present at this time, we also believe that there is a low probability of Unit 2 suffering a steam line or recirculation line break or seismic event. Unit 2 has been mitigated, from suffering IGSCC type failures in its stainless steel recirculation piping through the application of IHSI and MSIP on all but 21 of its. susceptible welds. The remaining 21 welds will be given the MSIP treatment during the U2-7RIO planned for the Fall of 1995. All stainless steel welds have been examined under the guidance provided in RG 0313 Rev. 2 and no defective welds have been found.

ADDITIONAL RELATED INFORMATION Further information can be obtained from documents recently sent to the NRC by Commonwealth Edison and Iowa - Illinois Gas and Electric Company, Docket Nos. 50-249 and 50-254 'dated July 20, 1994. Calculations for limiting crack sizes in the Hl through H7 welds for the Dresden and guad Cities units range from 97 to 142 inches. We inspected 213 inches each of welds H3, H4, and H5 at SSES Unit 1 and did not find any evidence of cracking. Therefore, we believe there is an extremely low probability of generating a critical size crack in the remaining time before the 1995 inspections planned for Unit l.

The GENE-523-A107P-0794 on "Shroud Cracking Safety Assessment" is being incorporated into the revision to the operators'equalification Training program. This retraining will enhance operator awareness of the shroud cracking issue and how it can be detected by the instrumentation available to them and appropriate response actions. Awareness retraining will be augmented with procedure changes, as necessary. The BWROG VIP Committees have issued guidance for member vote regarding operator actions to detect

REPLY: Unit 1 Unit 1 underwent an inspection of the shroud during the Ul-7RIO in the Fall of 1993. Three vertical and three horizontal welds were chosen for inspection based upon the following criteria:

a. locations in the highest flux regions of the core,
b. locations in the higher oxidizing areas of the high flux regions,
c. locations which had experienced much of the cracking described in SIL 572 Rev. 1, and
d. inspect the ID of the shroud where most previous cracking was found in other reactors.

The three horizontal welds selected for sampling were welds CF, DB, and DC. These are Chicago Bridge and Iron designated welds that are equivalent to the H3, H4 and H5 welds in the BWROG documents relating to this problem. The welds were inspected from the 0 to 120 degree azimuth which is approximately 213" of total weld length. See the sketch referenced in 1,(c) above showing the designations of the welds, both vertical and horizontal.

The three vertical welds were:

a. The 45 weld identified as CG-45 at the 45 degree location between welds H3 and H4.
b. The 83 weld identified as DA-0 at the 0 degree location between welds H4 and H5.
c. The 41 weld identified as EE-135 at the 135 degree location between welds H5 and H6-A.

The inspections were performed using an underwater color camera with a 7.5mm lense. The camera was equipped with dual variable lights attached on either side of the camera barrel. Inspection distance was approximately three to five inches. Resolution was checked by viewing a one mil wire standard.

A real time review was performed by two IVVI(In-Vessel Visual Inspection)

ATTA ENT 1 TO PLA-4192 PAGE 6 OF 6 qualified Level III examiners. One of the examiners was experienced in the evaluation of cracking at Brunswick. All welds appeared to have minimal oxidation as seen by the color camera and therefore, were not cleaned. A small area of weld CF was hydrolyzed to remove the oxidation.

When it was removed, it was the opinion of the GE level III examiner that the oxidation had not interfered with the inspection, and further cleaning was not required.

No indications were found on an of the ins ected welds.

The next inspection of the Unit 1 shroud is scheduled for the Spring of 1995, UI-SRIO, using the methods recommended by the BWROG-VIP Committees when they are issued.

REPLY: Unit 2 Unit 2 was never previously inspected for this cracking phenomena, as discussed in the reply to l(b) above. The Unit 2 shroud will be inspected during the U2-7RIO in the Fall of 1995 using methods recommended by the BWROG-VIP Committee when they are issued.

Conclusions:==

It is our assessment that both SSES Units 1 and 2 have extremely low probabilities of being cracked or suffering significant cracking before the next planned outages. We will submit detailed inspection plans and develop repair plan options that will address the GL 94-03 30 days prior to the 1995 outages planned for our units. The above information documents the data that we have collected and the reviews we have performed of the documents provided by the NRC, GE and the BWROG-VIP.

Based upon the age, design, operational history and inspections performed to date, the susceptibility of the core shrouds to cracking is low, and therefore, Susquehanna SES Units 1 and 2 can safely operate during the interim period until the 1995 planned outages when detailed inspections will be performed.

Years X 5-Cycle Condition < 4.5 - 5.0 Low Current Chemistry Performance Good Low The major chemistry factors affecting the initiation and rate of stress corrosion cracking are (1) the presence of oxidizing agents, and (2) the concentration of aggressive ionic impurities such as chloride and sulfate.

Both Susquehanna -Units currently operate with Normal Water Chemistry.

Oxidizing conditions sufficient to promote stress corrosion cracking exist on both sides of the shroud. Hydrogen Water Chemistry, which would tend to reduce oxidizing conditions on the lower OD of the shroud, will not be implemented in the near future.

Historically, the concentration of ionic impurities has been monitored by measuring the electrical conductivity of a continuously flowing reactor water sample. This technique is sensitive to small changes in concentration, but does not discriminate between aggressive impurities such as chloride and sulfate and neutral or benign ones such as chromate, nitrate or zinc. Grab samples are taken periodically and analyzed for specific impurities such as chloride and, since the mid-l980s, sulfate.

The lower limit of analysis and reporting has decreased as operating experience has indicated the need for more stringent control. Therefore, conductivity is used only as an indicator of the potential of water chemistry to affect stress corrosion cracking.

The grab sample reactor water conductivity database was reviewed from initial criticality through the end of Cycle 7 operation for Unit 1, and through November 21, 1993 for Unit 2. Figure 1 shows the cycle average conductivities for both units. The cycle average conductivity was always below the criteria of 0.3 umho/cm. For both units, conductivities were highest during the first cycle. During the first third to half of that cycle, conductivities were in the range of 0.3 to 0.5 umho/cm.

Subsequently, they were reduced to about 0.2 umho/cm. Currently, both units are achieving <0. 13 umho/cm.

Table I presents the operating days (as reflected in the chemistry database), the cycle average conductivities and the lifetime average conductivities for Units 1 and 2. The first "Five-Cycle Average Conductivities" for both units are well below the criteria of 0.3 umho/cm:

0.205 umho/cm for Unit 1 and 0. 198 umho/cm for Unit 2. The product of the "First Five-Cycle Average" times operating years is estimated to be 2.0 for Unit 1 at the next refueling outage, and 1.8 for Unit 2.

This is well below the level of NRC concern of 4.5 - 5.0, as indicated in the SER for Commonwealth Edison and Iowa-Illinois Gas and Electric Company, Docket Nos. 50-249 and 50-254.

For the Eighth Refueling Outage of both units, the product of Lifetime Average Conductivity and Operating Years is 1.8. This indicates that, from a chemistry perspective, Unit 2 could operate until the Spring of 1997 before reaching a level of risk of cracking equal to Unit 1 in the Spring of 1995.

In summary, the conductivity history of Susquehanna Unit 1 and 2 places both units well within the criteria for a low risk of shroud cracking at present. Presuming continuation of the current chemistry conditions, cracking is not expected to be found during the upcoming refueling outages.
