Dear Mr. Boyd:

Forwarded for Nuclear Regulatory Commission review are 60 copies of Amendment 1 to the NYSE&G 1 and 2 Preliminary Safety Analysis Report.

Amendment 1 provides responses to most of the acceptance review questions included in enclosure 2 of the referenced letter.

As we discussed with your Licensing Project Manager, R. Copra, the responses to one Geoscience Branch questions and fifteen Hydrology Branch questions are dependent on the completion of additional analyses. These responses will be provided in the next PSAR amendmc.nt scheduled for mid-March 1979.

Amendment 1 also incorporates Appendix 2.5M, in Situ Stress Measurements.
