Re: Proposed Town of New Haven nuclear plants - your Nos. 50-596/597

Dear Mr. Chilk:

I wrote you on behalf of the Village of Mexico on January 12, 1979 and received back a postcard acknowledgment dated January 17, 1979. That is the last piece of correspond-ence which this Village has had.

I am enclosing herewith a copy of the letter of January 12,1979 which was an application for the Village of Mexico to intervene in the above proceedings. I am also enclosing here-with copy of the January 17,1979 acknowledgment and copy of the minutes of the January 8, 1979 regular meeting of the Board of Trustees of the Village of Mexico.

The contentions of the Village are as follows:

1. That the siting of the proposed facilities 1.5 miles west of this village of 1600 residents represents an unjustified and unjustifiable risk to the health and welfare of the residents due to:

a.

long term effects of low level radiation;

b. cumulative effects of low level radiation from these plants and the three plants scan to be operable 5-8 miles further west;
c. effects of any accident at the plant, similar to or worse than the "Three Mile incident" in Pennsylvania;
d. mental anguish and soin imposed upon residents worrying about the above.
2. That the exhaustion of 24,000,- 48,000 gallons of liquid per minute to the atmosphere will have a detrimental effect upon the climate of this village which is down-wind from the site and in its plume path.

3. That due to the above, the property values in the community and its decha-bility for residential use will be diminished; that compensation should be paid by the applicant and/or the licensing bodies to the village propertyowners for such diminution in value which amounts to a taking of property and that compensaticnshould also be paid for the mental suffering induced.
4. That the possible loss due to a disaster at this site would exceed the limits of insurance coverage under the Price-Anderson Act and the siting is, therefore, an un-justifiable risk financially.
5. That no further nuclear facilities need be built in the State of New York at this time but, if needed, they should be built:
a. in the area to be served by the applicants' and b, on a site of 5 square miles or more so as to avoid all of the above.
6. There are existing geological faults which increase the risk of nuclear dis-aster at this site.

Impossibility of devising any workable plan to evacuate or otherwise protect village residents in the event of disaster.
