Dear Mr. Wenner:

This letter represents a formal response by the Uls ter County Environmental Management Council to the reaction of NRC staf f to the suppliment to our petition to intervene and contentions in the matter of NYS El ec. &

Gas Cor., and LILC0 (New Haven 1 and 2), docket nos.

STN 50-596 and STN 50-597 dated May 11, 1979.

We agree with NRC staff that particular contentions we have made such as PCB dispersal into the Ulster County environment because of PCB contamination of the Huds on River, climati c dis ruptive e f fects , cooli ng tower ef fects ,

and the nature of the Hudson River as an estuary are unique problems relating to siting at Gardiner or Stuyvesant.

However, we continue to maintain that siting at New Haven will also effect this county in ways outlined in our con ten ti ons . We also continue to maintain that si ti ng at either Gardiner or Stuyvesant will have agricultural as well as other types of economic impacts on Uls ter County.
